Commissioner Proceedings 8/23/22

The Wallace County Board of Commissioners met in special session with, Larry Townsend, Chairman, Michael Cowles, Commissioner, Ronnie Hill, Commissioner, and Jacalyn Mai, County Clerk present.
The meeting was called to order by Commissioner Townsend for business at 1:05 p.m.
Charles Moser, County Attorney, present and Theresa Dasenbrock with Lewis Hooper & Dick is present by Zoom.
Kriss Wahlmeier, Lace David, Jayne Pearce & Dave Sexson, WCCCC Board member are present.
Charles presented information that the board needed to consider.
1. On the bond issued in 2009 it was issued under K.S.A. 19-2106A. There is no levy limit on a tax levy for this fund and it is not required to put it up for a vote.,,
2. County hospitals include long term care centers you can levy up to 2 mills a year and is subject to a petition.
3. Put it up to a vote in the next General Election as a special question.
All monies levied for, Home for the Aged, is given directly to the WCCCC when funds are available.
Theresa stated that it could take around 25 mills to come up with $ 1,000,000.00 depending on the valuation each year. Currently the commissioners have issued around $750,000.00 for 2022. Budgeted only $ 190,000.00 to be used for assistance if needed in 2023 any other funds spent out over that would be from any reserves that the county has. Clerk Mai let the board know where the $ funds are currently. Most reserves were moved to help fund the 2023 budget. If any funds that were anticipated to move over for the 2023 budget are used in 2022 the 2023 budget will start with a lower carry over cash.
With the Revenue Neutral Rate (RNR) guidelines for budgets the deadline passed there is no way to change the 2023 budget being proposed.
Charles presented a resolution for the commissioners to look at and consider if they would like to take it to a special question election on the General Election in November. With this the understanding is that if it passes the levy will be for the 2024 budget year. If it does not pass the voters have decided.
The board of county commissioners may themselves visit with constitutes about this issue but they may not state in agreeance or objection on this matter as a board.
Commissioners Hill moved to adopt Resolution 2022-09 and have it state up to 25 mills. Commissioner Cowles seconded.
