Commissioner Proceedings 9/13/22

The Wallace County Board of Commissioners met in regular session with, Larry Townsend, Chairman, Michael Cowles, Commissioner, Ronnie Hill, Commissioner, and Jacalyn Mai, County Clerk present.
The meeting was called to order by Chairman Townsend at 8:15 am for the Board of County Canvassers.
Warrants 28321-28392 in the amount of $270,725.07 were approved for payment. Payroll warrants in the amount of $ 53,922.54 for the working period of August 21, 2022 through September 3, 2022 were approved for payment.
Commissioner Hill moved to approve the August 30, 2022 minutes. Commissioner Cowles seconded.

Kris Wahlmeier, Becky Poe, Janice Dinkel, Carol Martin entered the meeting.
Commissioner Townsend opened the meeting for public comments.
Kris Wahlmeier asked if there was a going to be an audit for the Care Center. Commissioner Townsend let her know that there will be a conversation with our Auditors and see what the County could do.
Commissioner Cowles entered the meeting.
There will be a public townhall meeting for the WCCCC sometime this month by the WCCCC Board.
Becky Larson entered the meeting.
Connie Harrison entered the meeting.
Marshall Unruh, Sheriff entered the meeting.
Marshall let the board know that there were 2 unattended deaths this last week. The coroner requested an autopsy on 1 of the deaths so there will be a bill for that autopsy.
Commissioner Townsend has talked to Lissa Sexson and Aften Gardner about grants for the nursing home, COVID money that the WCCC got and if there is any money still on the table.
Clerk Mai asked to move the commissioners meeting from November 8 to November 15. Election day is November 8 and they will need to canvass the votes on November 15, 2022. The board agreed to move the meeting date.
Clerk Mai asked the board to appoint 1 Democrat and 1 Republican to burn the 2020 Primary and General ballots. The board asked Connie Harrison is she would be able to do it. She agreed to help and Ed Harold will be asked to help destroy the ballots for the Primary and General Election ballots. If they are not able to do it to find someone else and let them know.
Anthony Garcia, Road Supervisor entered the meeting to report on his department.
Cattle guards from EZ Cattle Guard price is 14’ for $ 3,200.00. Visit with Eric Poe about what size they would like to have.
The board visited about taking bids on replacing the building at the County Shop. Clerk Mai is to take bids for a 20 X 30 X 40 by 12’ high to replace the tornado building at the County Shop with 2 opens for garage door and walk in door. Post frame insulated roof only.
Anthony stated that they are done spraying the ditches.
Anthony would like the commissioners to consider the 3 additional raises he requested earlier.
Kriss Wahlmeier, Beck Poe, Jennie Klinge, Kara Peters, Joyce Radiel entered the meeting.
Melinda Daily and Jennie Klinge entered the meeting.
Lisa Axman with Lewis Hooper and Dick entered the meeting by Zoom, Charles Moser, County Attorney entered by phone. Commissioner Hill moved to go into Executive Session to discuss Audit options for the WCCCCC and for Attorney-Client Privilege Exception and invite in Charles Moser, Melinda Daily, and the 3 commissioners at 10:10 am for 20 minutes. Return at 10:30 am. Commissioner Cowles seconded.

Returned at 10:30. Commissioner Hill moved to return into Executive Session to discuss Audit options for the WCCCCC and for Attorney-Client Privilege Exception and invite in Charles Moser, Melinda Daily, and the 3 commissioners at 10:30 am for 10 minutes. Return at 10:40 am. Commissioner Cowles seconded.

Returned to regular session at 10:40 am.
Melinda Daily, WCCCC President requested that the board sign a letter for the Agreed Upon Procedures and an Analytical Examination for 2019 thru 2021.
Commissioner Hill moved have Lewis Hooper and Dick do a Agreed Upon Procedures and an Analytical Examination for 2019 thru 2021 of the WCCCC. Commissioner Cowles seconded.

Clerk Mai will get into contact with Lisa with Lewis Hooper & Dick to see what time would work Larry Townsend, Melinda Daily for them all to discuss what Lisa will be needing to do the Agreed Upon Procedures and an Analytical Examination for 2019 thru 2021.
Painting of the kitchen and putting down the flooring at the Sr Center was discussed. The board agreed to let the “Sr’s” paint the kitchen and the county would pay for flooring to be put down.
Evaluation raises were discussed. Commissioner Cowles moved to give Duane Barber a evaluation raise. Commissioner Hill seconded.

There being no further business the meeting was adjourned at 11:30 am.
