Commissioner Proceedings 8/9/22

The Wallace County Board of Commissioners met in regular session with, Larry Townsend, Chairman, Michael Cowles, Commissioner, Ronnie Hill, Commissioner, and Jacalyn Mai, County Clerk present.
The meeting was called to order by Chairman Townsend at 8:30 am for the Board of County Canvassers.
Warrants 28104-28235 in the amount of $ 44,615.97 were approved for payment. Payroll warrants in the amount of $ 59,107.99 for the working period of July 24, 2022, through August 8, 2022 were approved for payment.
The Board of Commissioner met as the Board of Canvassers. After reviewing the provisional ballots and the guidelines they are to follow the board made their final determination on which ballots could be counted.
Board of Canvassers adjourned.
Convene as the Board of County Commissioners.
Christine Smith, County Treasurer entered the meeting.
Clerk Mai presented Abatement 2021-00007 for $ 51.42. Commissioner Hill moved to approve the abatement. Commissioner Cowles seconded.

Clerk Mai presented Resolution 2022-08 Establish a Tire Disposal Fee. Commissioner Hill moved to approve the resolution. Commissioner Cowles seconded.

Paulette Unruh, EMS Director presented information on an air compressor for the Ambulance Barn for flat tires. Bids are local for $ 849.99. Commissioner Hill moved to purchase a 20 gal upright Proforce for $ 849.99. Commissioner Cowles seconded.

Air Conditioner at EMS Building is still needing replaced. The board asked Paulette to look for someone to replace the current one.
Marshall Unruh, Sheriff entered the meeting.
The Tahoe AC was fixed, now the radiator is needing fixed.
Marshall has put 2 vehicles on Purple Wave.
The FEMA funds for the wind event was discussed. Sharon Springs City has got their funds. Wallace County share is still in the works.
New radios for the Sheriff’s office were discussed and 911 funds can be used for the office. The new generator for the sheriff office will be water cooled.
KP&F resolution will be presented at the next meeting.
Larry Townsend, Chairman discussed Policy & Procedures, and the Robert’s Rules of Order.
Larry would like the board to consider that Public Concerns be added to the agenda at the top for 15 mins. Commissioner Cowles moved to add public concerns at the agenda at 8:30 for 15 mins. Commissioner Hill seconded.

Lissa Sexson will send out an email for a grant on housing.
Excessive Mileage on the county car when taken to meetings, and 40% excessive tip. No decision was made on the mileage issue. Each employee is allowed to spend $ 15.00 for breakfast and lunch and $ 25.00 for supper (dinner). If the employee stays under the amount allotted there is nothing that they can do about the excessive tip.
Jennie Klinge, WCCCC Administrator, Hollie Yates, Judy Raney & Nancy Schmidt WCCCC Board entered the meeting. Concerned with the finances for the WCCCC with a loss of $ 60,000.00 each month. Commissioners state that if they were requesting funds that a letter needs to be written from the President of the board or a board member. The board will discuss what is needed and will get back with the board today. Hopefully before the board adjourns.
Paulette Unruh returned with a new quote of $ 725.00 for an air compressor.
Bob Bolen, Noxious Weed Supervisor visited with the board about spraying the north park. Bob had already visited with Duane Barber about it.
Anthony Garcia, Road Supervisor entered the meeting.
Eric Poe & Stuart Smith will allow them to go on property to get sand. Eric would like them to consider installing a cattle guard and then we could get sand cheaper. The board asked Anthony to check into the cost of installing one.
Anthony stated that they would be taking out the Madigan Bridge on Zigzag Road.
Duane Foos has been farming the roads and a letter needs to be sent to him.
Anthony discussed lease on a tractor or trading in the Case IH $ 21,000.00 trade in value as it sits. $ 20,000.00 with trade in $ 41,000.00 lease for one yr. with a five yr use with option to purchase $ 89,0000.00 buyout.
PENCO surveyed to put culvert in the ditch on Nighthawk west of Road 26.
Millings stored in Logan County will be brought to the county.
Trish Voth, Attorney with Foulston Siefkin, LLP and Charles Moser, County Attorney entered the meeting by Zoom.
Commissioner Hill moved to go into executive session at 12:00 pm for Attorney-Client Privilege Exception for Local Community Development for 20 mins and return at 12:20 pm. Invited in are the 3 commissioners, Trish Voth, Charles Moser & Clerk Mai. Commissioner Cowles seconded.

Returned to regular session at 12:30 pm.
Commissioner Hill moved to go into executive session at 12:20 pm for Attorney-Client Privilege Exception for Local Community Development for 10 mins and return at 12:30 pm. Invited in are the 3 commissioners, Trish Voth, Charles Moser & Clerk Mai. Commissioner Cowles seconded.

Returned to regular session at 12:20 pm.
The board agreed that they would like to work with Trish Voth and Charles Moser on any windmill issues.
Anthony Garcia, Road Supervisor entered the meeting.
Road applicant entered the meeting. Commissioner Cowles moved to offer the Equipment Operator position to Jenna See. Commissioner Hill seconded.

Jenna may start after passing the pre-employment drug test. Jenna stated that she would not be able to start until the end of August or first part of September
Duane Barber entered the meeting to report on his department.
Clerk Mai presented information on the White Cliffs II pipeline. Their tax exemption expires in 2025.
There being no further business the meeting was adjourned at 1:40 pm.
