Commissioners approved minutes - December 31, 2019

The Wallace County Board of Commissioners met in regular session with, Bruce Bolen Chairman, Ronnie Hill, Commissioner, Val Reiss, Commissioner and County Clerk, Jacalyn Mai present.

The meeting was called to order by Chairman Bolen at 8:00 a.m.

Commissioner Reiss moved to approve the December 10, 2019 minutes. Commissioner Hill seconded.  AYE 3 NO 0

Warrants # 24452-24485 in the amount of $ 55,689.47. were approved for payment. Payroll warrants in the amount of $ 96,166.40 working period of December 1, 2019 through December 14, 2019 were approved for payment.

Duane entered the meeting to report on his department.

Duane presented an estimate for a trade in of the 2018 Hustler for a 2020 Hustler. 2020 Hustler $ 9,599.00 trade in for $4,349.00 labor for $140.00. The board agreed to keep the current one since there is isn’t any problems with it and there are only 525 hrs. on the current mower.

There is a water leak at the north park between the two faucets. Duane had visited with Tracy Mote and he said that when we put in the new faucet it may have caused the leak. The water has been shut off and the bathroom will be locked the until spring.

Hearing for Sick Bank policy changes is open for discussion. Aften Gardner, Steve Pilger, Duane Barber were present.

4. All request applications must be signed by applicant and supervisor and be submitted to the chair of the committee.

10. After consideration by the committee, all applicant’s supervisor will receive written notification of the decision by the committee. The committee will notify the County Clerk of any sick bank time approved.

Commissioner Hill moved to approve the employee policy sick bank change. Commissioner Reiss seconded.  AYE 3 NO 0

Steve Pilger, Road Supervisor entered the meeting to report on his department.

The grader has been taken to Wichita and the rebuild will start soon. The board had been offered to go down and see how the grader rebuild works. The board is interested at some time to go see it. 

Steve presented a bid from Central Plains Equipment for a 2020 New Land-Pride Mower for $ 20,500.00 trade in for 2017 Land-Pride mower $ 6,700.00 total bid is for $ 13,800.00. Commissioner Hill moved to accept the bid for $ 13,800.00. Commissioner Bolen seconded.  AYE 3 NO 0

A Road Dept Secretary was discussed. Commissioner Reiss will contact the Gove County Road Dept Secretary and see if she could visit with the board at the next meeting by conference call to see what she does to see if it could be a full-time position or part-time position.

Commissioner Hill discussed the Landfill with the board.

Clerk Mai presented ROW 2019-0003 mowing contract was for Jo Hunter for $ 1,012.50. Commissioner Reiss moved to sign the contract. Commissioner Hill seconded.  AYE 3 NO 0

Clerk Mai presented Abatement orders 2019-00007, 2019-00009 thru 2019-00011 totaling $ 2,935.72 and Add 2019-0004 totaling for $ 26.72. Commissioner Reiss moved to approve the orders. Commissioner Hill seconded.  AYE 3 NO 0

Clerk Mai presented Service Agreements from Stateline Electric Service, Inc. for generators for 2019 for Ambulance Building $ 100.00 per month, Care Center $ 55.00 per month & Courthouse $ 150.00 per month. There was not an increase from 2019. Commissioner Hill moved to approve to sign the agreements. Commissioner Reiss seconded.  AYE 3 NO 0

Clerk Mai presented a list of records to destroy. A list can be seen in the Clerks office. Commissioner Reiss moved to approve the records listed to be destroyed for the County Clerk’s office. Commissioner Hill seconded.  AYE 3 NO 0

The board discussed the Rec Board vacancy. There has been two opening for the board. Braden Cox and Ken Huff have agreed to being on the board. Commissioner Hill moved to approve the recommendations.  Commissioner Reiss seconded.  AYE 3 NO 0

Christine Smith, County Treasurer presented a list of records to be destroyed. A list can been seen in the Treasure’s office. The years to destroy is listed on the form in the County Treasures Office. Commissioner Reiss moved to approve the records to be destroyed. Commissioner Hill seconded.  AYE 3 NAY 0

The commissioners and Christine discussed the CD’s the county has. Christine will visit with Jeff Brase at The Eastern Colorado bank to see options the county has. Commissioner Reiss will also visit with him.

Aften Gardner, Health Administrator met with board to report them things happening in her office.

BCBS is offering if you go online and use their services, they give you 3% more on their payments. Aften will be using this service. 

The lead machine has been used and is working great.

Jeremy McGuire, Wallace County BCBS Representative met with the board to present the 2020 BCBS rates. There is only a 1.44% increase for 2020 for a total of $ 8,205.48 for the year.  Employee rate is $722.90, Employee / Child $1,451.27, Employee / Spouse $1,553.03, Family $2,281.40.

Commissioner Reiss moved to accept the insurance rates for Health and Dental. Commissioner Hill seconded.  AYE 3 NO 0

PT and fill in help wages for 2020 were discussed. Commissioner Reiss moved to give a $ 1.00 per for all PT employees and fill in help, retroactive to December 29, 2019, Commissioner Hill seconded.  AYE 3 NO 0

There being no further business the meeting was adjourned at 10:55 am.
