Commissioners approved minutes - November 18, 2019

The Wallace County Board of Commissioners met in regular session with, Bruce Bolen Chairman, Ronnie Hill, Commissioner, Val Reiss, Commissioner and County Clerk, Jacalyn Mai present.

The meeting was called to order by Chairman Bolen at 8:05 a.m.

Board of Canvassers meet to canvass the General City/School/Extension November 5, 2019 Election. Commissioner Reiss moved to approve the October 29, 2019 minutes. Commissioner Hill seconded.  AYE 3 NAY 0

Warrants # 24229-24306 the amount of $ 306,004.29 were approved for payment. Payroll warrants in the amount of $ 45,547.23 working period of October 20, 2019 through November 2, 2019.

Clerk Mai asked to go into Executive session for 10 mins. Commissioner Hill moved to go into executive session for 10 minutes at 8:35 am and return at 8:45 am for Personnel exception. Personnel matter of individual NON-ELECTED personal. Those invited in are the 3 commissioners and Clerk Mai. Commissioner Reiss seconded.  AYE 3 NAY 0

Resumed regular session at 8:45 am.

Wording for the Sick Bank will be looked at again at the next meeting.

Commissioner Reiss moved to go into executive session for 10 minutes at 9:45 am and return at 9:55 am for Personnel exception. Personnel matter of individual NON-ELECTED personal. Those invited in are the 3 commissioners and Clerk Mai. Commissioner Hill seconded.  AYE 3 NAY 0

Resumed regular session at 8:45 am.

Commissioner Hill visited with the board about the Whirlpool bath at the Care Center is needing to be replaced. He will talk to Chrysanne Grund to write a grant for a new Whirlpool.

Commissioner Bolen will be attending the meeting in Colby for the State Highway.

Clerk Mai informed the board the 74 employees and spouses have reserved to attend the Christmas Party.

Clerk Mai visited the board about election pay for Election Board workers. Commissioner Reiss moved to raise the pay for Election Board workers to $ 10.00 per hr. effective for the November 2019 election. Commissioner Hill seconded.  AYE 3 NAY 0

Duane entered the meeting to report on his department. Duane has been cleaning, picking up leaves at the North park.

Tracy Mote said he would get with Duane here soon to work on the leak at the recycling building. 

Steve Unruh heater in the office is not working. McClure Heating and Plumbing said they would try to get down today.

Duane visited with the board about the trade in for the mower from Cochrane Farms. It currently has 525 hrs on it. The board would like Duane to look into what they would give us to trade it in.

Chambless Roofing thought that they would be here real soon to fix the roof of the courthouse. Steve Pilger, Road Supervisor entered the meeting to report on his department.

Mark Pollifka with Foley Equipment visited with the commissioners about rebuilding the 140H grader s/n CAA00823 caterpillar Certified Power Trian Rebuild and Non-Power Train related repairs. Rebuild would be $ 161,010.00 with a 5yr 6,000 hr warranty for $ 1,840.00 for a total of $ 162,850.00. 8 week turnaround. If they would like to have a camera put on it would be $ 3,156.00.

Adam Allaman has started and is doing great. One of the semi’s is still having issues. Adam has sent off the computer to Denver to see what the problem is.

The city scraper is in the county shop getting repaired. Mowing is done and mowers are in town.

Road 6 asphalt needs a little pot hole repair.

Amber Fischer, Recreation Director met with the board. 62 memberships Dec 1 opening. Open House Dec 5. Co-ed basketball. 35 Walk Run 7,271 miles over a 9 week period. Chamber bucks. New challenge starting today like a poker run. Fall Fun Day this Saturday November 23, 2019.

Braden Cox accepted the offer of the summer rec board. Ken Huff accepted the position. Lissa Sexson is resigning as of January 2020.

A resident has asked the Rec Board to promote a personal business. The board doesn’t feel that we should be promoting personal business.

Amber Fischer asked to go into Executive session for 10 mins. Commissioner Reiss moved to go into executive session for 10 minutes at 11:42 am and return at 11:52 am for Personnel exception. Personnel matter of individual NON-ELECTED personal. Those invited in are the 3 commissioners and Amber Fischer.  Commissioner Hill seconded.  AYE 3 NAY 0

Returned to regular session at 11:52 am.

Aften Gardner, Health Administrator visited with the Board of Health about a Chicken Pox investigation.

Aften reminded the board that #Save the Kids speaker Collin Kartchner will be here December 10, 2019 to visit with parents about the effects of screen time, social media to our children’s safety, mental health and wellness. He will be visiting with the students from communities the following day. The costs for him is $ 4,750.00 and $ 1,500.00 travel expenses.

Aften has been appointed as president elect for KLAHD Board. There will be some meetings in Topeka and some virtual meetings. 

The Dane Hanson $ 1,500.00 grant was approved for the lead testing machine

Aften presented a bid of $ 21,756.55 from Basgall Construction for a new front door bid and new flooring in the Health Office. Commissioner Hill moved to accept the bid of $ 21,756.55. A call was placed to Don to see what kind of deadline the board could expect the job to be complete. A deadline of February 29, 2020 was agreed upon. Commissioner Bolen seconded.  AYE  3 NAY 0

Clerk Mai presented bids for removal and replacement of 3 windows at the Extension & Road Dept. Bids are from Don Basgall, Basgall Construction for $ 2,850.00 and Colby Glass for $ 6,845.00 second option $ 6,6350.00. Commissioner Reiss moved to approve the bid from Basgall Construction for $ 2,850.00 for 3 windows, and labor. Completion date of February 29, 2020 was agreed upon for this job also. Commissioner Hill seconded.  AYE 3 NAY 0
