Commissioners approved minutes - October 29, 2019

The Wallace County Board of Commissioners met in regular session with, Bruce Bolen Chairman, Ronnie Hill, Commissioner, Val Reiss, Commissioner and Deputy County Clerk, Caytlynn Summers present.

The meeting was called to order by Chairman Bolen at 8:04 a.m. Will Walker entered the meeting.

Commissioner Reiss moved to approve the October 8, 2019 minutes. Commissioner Hill seconded.  AYE 3 NAY 0

Warrants # 21488-24228 in the amount of $ 56,150.71 were approved for payment. Payroll warrants in the amount of $ 88,870.65 working period of October 25, 2019 through October 19, 2019 for were approved for payment.

Commissioner Hill moved to approve the Kansas Legislative Policy Group Membership Dues. Commissioner Reiss seconded.  AYE 3 NAY 0

The Commissioners decided not to include the letter to landowners to not farm ditches with this years tax statements.

Commissioner Bolen informed the board that the Sharon Springs Library donated rocks for the softball field parking. The board wants to express their gratitude for their generosity given to the community.

Duane Barber, Building and Grounds Supervisor, entered the meeting to report on his department.

Duane informed the commissioners about the water leak from the outside faucet at the recycling building. He had the city shut off the water and will be in contact with Tracy Mote about a time to fix it this winter (weather pending) or this spring.

Duane also talked about getting the pool and courthouse lawn sprayed for goat heads this spring. Duane exited the meeting.

Steve Pilger, Road Supervisor entered the meeting to report on his department.

Steve informed the commissioners of the repairs to a blade and asked about a backup camera to be put on it. The old 2001 tractor kicks itself out of gear and needs to go to the shop here soon.

Bridge improvement was denied for the Madigan Bridge.

Commissioner Hill left the meeting for a phone call about a bid with Chambless Roofing. Commissioners Hill re-entered the meeting.

The commissioners informed Steve about their decision to not include their letter about landowners to not farm ditches in the tax statements. 

Commissioners also asked Steve about Gooseberry Road improvement plans. He is planning on elevating putting in culverts, and possibility of down sand and whatever will help with the intersection of Gooseberry and US 40.

Commissioner Hill left meeting to talk to Paulette Unruh about a bid with Chambless Roofing. Commissioners Hill re-entered the meeting.

Steve Pilger left meeting.

The board discussed the regulations of putting in a septic system in Wallace County. Commissioner Bolen moved to regulate Commercial Sewer Systems in the county.

Motion died due to lack of second.

Maggie Figurilli and Steve Pilger entered the meeting.

Maggie brought up the County Christmas Party. She informed the commissioners that the Health, Treasurers, and Appraisers office didn’t have time to plan it and wanted to give it back to the commissioners to see if they would like to organize one. The commissioners decided to not have one this year or have anything to replace it.

Maggie and Steve, Sick Bank Board Committee turned in JoAnna Basgall’s resignation from her seat on the Sick Bank Board Committee.

Commissioner Reiss motioned to accept the resignation. Commissioner Hill Seconded.  AYE 3 NAY 0

The remaining Sick Bank Committee suggested that Aften Gardner be her replacement and Lexi Heyl be the Alternate.

Commissioner Reiss motioned to put Aften on the Sick Bank Committee and Lexi Heyl as the alternate. Commissioner Hill seconded.  AYE 3 NAY 0

Maggie and Steve left meeting.

John Kennedy WCCCC Administrator, entered the meeting.

John requested $40,000.00 of county funds to cover their accounts payables. Commissioner Reiss motioned to approve the requested funds. Commissioner Hill Seconded.  AYE 3 NAY 0

Commissioner Bolen moved to go into executive session for 5 minutes. Commissioner Hill seconded. They invited John Kennedy in to discuss identifying individuals.

Executive session began at 9:26 am.

Executive session ended at 9:31 am. and public session resumed. Caytlynn Summers, Deputy Clerk and Will Walker re-entered meeting 

John Kennedy left the meeting. Aften Gardner, entered the meeting.

Aften Gardner, Health Nurse Administrator met with the board to discuss internet issues. Nex-Tech the county IT providers suggested that the internet be bumped from 4 GB to 20 GB. Commissioner Reiss moved to approve the upgrading of the internet. Commissioner Hill Seconded  AYE 3 NAY 0

She also informed them about their new fridge being put in and wanted to offer the old one to the depts in the county. The commissioners requested the County Clerk send out an email to offer it to all the depts.

Aften left the meeting.

The commissioners discussed employee moral and wanted it to be discussed at the next meeting.

Caytlynn Summers, Deputy Clerk talked about the Sick Bank Committee, Procedures, and requests. The Board requested more documents and to be discussed again at the next meeting.

There being no further business the meeting was adjourned at 12:30 pm.
