Commissioners approved minutes - October 8, 2019

The Wallace County Board of Commissioners met in regular session with, Bruce Bolen Chairman, Ronnie Hill, Commissioner, Val Reiss, Commissioner and County Clerk, Jacalyn Mai present.

The meeting was called to order by Chairman Bolen at 8:05 a.m. Will Walker entered the meeting.

Commissioner Hill moved to approve the September 3, 2019 minutes. Commissioner Bolen seconded.  AYE 2 NAY 0

Commissioner Reiss moved to approve the September 10, 2019 minutes. Commissioner Hill seconded.  AYE 3 NAY 0

Commissioner Hill moved to approve the September 24, 2019 minutes. Commissioner Reiss seconded.  AYE 3 NAY 0

Warrants # 24127-24187 in the amount of $ 148,961.88 were approved for payment. Payroll warrants in the amount of $ 46,266.01 working period of September 22, 2019 through October 5, 2019 for were approved for payment.

Duane entered the meeting to report on his department.

After the last wind storm the fence at the baseball field is needing work. The pipes need to be put back in the pipes. The City will help with the bucket truck.

Commissioner Bolen visited with Matt Finely on the pool. He will be bring samples to see what we think to help with this slipping concern.

Commissioner Bolen visited with pool architects and they did not have time to come and look at the pool. Anyone that would come from Denver it would be around $ 65.00 per hr. They had a guy locally that worked for them and it was Terry Dobbs.

Commissioner Hill will contact Terry Dobbs to see if he would be willing to look into the pool issue. Steve Pilger, Road Supervisor entered the meeting to report on his department.

Mark Pollifka with Foley Equipment visited with the commissioners about rebuilding a grader. The board agreed to get costs for a rebuild. Mark will get back with Steve.

Patching on Road 26 south of Wallace is done and they will be patching in Weskan today. Maggie Figurilli entered the meeting.

County line road with Greeley County was discussed. The board agreed to leave the roads maintenance as it is.

Policy hearing for the Sick Bank was opened at 9:10. Changes to the sick bank were given to all employees to review. The Sick Bank Committee of Steve Pilger and Margaret Figurilli presented a change to the proposed to state Employees instead of Employee in section #3. Commissioner Reiss moved to approve the change to read Employees and all additional changes as proposed. Commissioner Hill seconded.  AYE 3 NAY 0

4.0  EMPLOYEE BENEFITS

4.1 Health Insurance

4.6 Sick Leave Bank-Emergency Medical Leave Sharing Program.

A. Family Member

Parent or Parent-in-law– The biological parent or an individual who stands or stood in loco parentis to an employee or spouse when the employee was a child.

B. Contributions

3. Employees shall contribute at least 1 sick leave day (8 hours) to be eligible to draw from the bank during that calendar year.

4. NEW EMPLOYEE: Initial contribution of 8 hrs. will be taken from Personal hours. Once a new employee, who has contributed the 8 hours of personal time at their discretion, has worked for a 2- month period, the originally contributed 8 hours personal time will be returned to said employee and 8 hours of their newly accumulated sick leave will thus be transferred into the bank. If not enough sick leave has been accumulated by the end of the 2-month period, the personal hours will stay in the bank and not be returned to said employee.

5. After an employee has contributed a total of 20 days into the bank during their employment with Wallace County, they are no longer required to make a yearly contribution to remain eligible for withdrawals from the bank; they will automatically be considered eligible for requests from the bank every year after.

10. When the Bank has reached its maximum capacity of 160 days and is “full,” employees need to continue to make their annual contribution at the beginning of the calendar year in order to be eligible to make requests from the bank.

11. The county’s maximum annual liability shall not exceed 80 days or the full balance in the bank, whichever is less. After the maximum annual liability has been paid from the bank, if necessary, the committee will meet with the board of commissioners for additional approval of requests.

C. Guidelines

3. All annual contribution forms must be submitted to the chair of the committee no later than January 15th of the new calendar year.

6. If days are available, each full-time applicant will be allotted up to 20 days per request. Each additional request made by the same full-time applicant, within the same calendar year, will be considered on an individual basis.

7. If days are available, each part-time applicant will be allotted up to 10 days per request. Each additional request made by the same part-time applicant, within the same calendar year, will be considered on an individual basis. 

3.0 WALLACE COUNTY EMPLOYMENT STATUS

3.12 Leave

Sick leave pay is in addition to any other compensation that may be due the employee. Employees will be eligible to receive sick leave pay only if absent from work because of illness or injury, including illness caused or contributed to by pregnancy and to care for a spouse, child or parent, or parent-in-law or In Loco Prentis with a serious health condition. An employee who improperly claims sick leave shall be subject to disciplinary action, including the loss of pay or dismissal. The department head or Board of County Commissioners may request that the employee provide a return to work report from the employee’s health care provider when the employee takes more than three (3) consecutive days of sick leave.

Wallace County Environmental/Sanitary Code was discussed. Northwest Local Environmental Protection Group was are not happy with Wallace County with not requiring a licensed person to install a septic system. Cost for a license is $ 300.00 per year and $ 100 for the test one time only. The board still agreed to have no changes made to Wallace Counties plan.

Larry Townsend, Sheriff & Marshall Unruh, Undersheriff met with the commissioners to discuss the wages for dispatchers. Clerk Mai will get information one the sheriff department employees and dates hired for Sheriff Townsend to come back with wages requests.

Larry L Fahrenbruch with MASA Medical Transport Solutions. Any Ground, Any Air, Anywhere this could be an employee deduction or county paid if the employees. Commissioner Reiss would like us to look into what our BCBS coverage is if flights are covered, etc.

Kriss Wahlmeier, entered the meeting.

Commissioner Bolen moved to approve all the bids on county prop from Chambless Roofing Health Office $ 12,052.00, Road Dept $ 74,400.00, Weskan Fire House $ 3,750.00, Swimming Pool $ 8,450.00, Sr Center $ 21,120.00, Sharon Springs Fire House $ 30,355.00, CAB $ 34,150.00, Event Center $ 32,050.00, and NW Building $ 19,100.00 for a total of $ 235,427.00. Commissioner Hill seconded. Settlement rates of $ 576,153.34 from KCAMP. This settlement rate is for all additional buildings bid on prior to this bid process.  AYE 2 NAY 0

Aften Gardner, Health Nurse Administrator met with the board about the Regional Mental Health Forum in Bird City in Oct, Dec & Jan. She will be attending this.

Lead tester is in. Dane Hansen grant is needing more information. Fridge is in. Don Basgall is looking at the entrance door. Aften asked if she could look into replacing the front window and 2 other windows. The board agreed to have someone give her a quote.

Private Well Water Testing will be on October 16, 2019 at 9 am. LEPC meeting on November 4, 2019 at 5:30 pm at the Ambulance building.

Aften was informed that she will be nominated as the President of the KALHD. 

Flu shots are very limited currently.

Clerk Mai presented a bid from Colby Glass for replacement of windows at the Road Dept Building and Extension office. Commissioner Hill will look into getting another bid for these windows.

Theresa Hill, Sharon Springs, City Clerk entered the meeting.

NWK Small Solid Waste Landfill Authority Five Year Plan hearing was opened for discussion at 11:00 am. Clerk Mai presented the NWK Small Solid Waste Landfill Authority Five Year Plan. All recycling wording has been taken out. This still allows the County and City to do recycling if they find that it is viable but not required to do anything.

The city will be looking into companies to take cardboard. Theresa visited with the board about different things that will be worked on.

The commissioners have asked that the equipment operator to keep log of the hrs. on the tracker to keep track when service needs to be performed on it.

There being no one to here for the hearing to oppose the changes Commissioner Hill moved to adopt Resolution 2019-06. Commissioner Bolen seconded.  AYE 2 NAY 0

RESOULTION 2019-06

WHEREAS, the NWK Small Solid Waste Landfill Authority has reviewed the Solid Waste Plan for the Region and the Counties included therein; and

WHEREAS, changes have been made in the regional and county solid waste plans: and

WHEREAS, Solid Waste Committee of Wallace County have reviewed the Solid Waste Plan and the operations of the Wallace County Landfill and HHW Site; and

WHEREAS, the Committee has, as a result of the review, made the following recommendations concerning the Solid Waste Plan and operations of the Landfill;

1. Continue with the updated plan of eliminating all references of recycling.

NOW, THEREFORE, IT IS HEREBY RESOLVED BY THE BOARD OF COUNTY

COMMISSIONERS OF WALLACE COUNTY, KANSAS on this 8th day of October, 2019 that the report of the Review of the Regional Solid Waste Plan and the County Solid Waste Plan and the County Solid Waste Plan and operation of the Wallace County Landfill and HHW Site are hereby approved as set forth above.

MASA was discussed further, and Commissioner Hill moved to have Larry L Fahrenbruch with MASA Medical Transport Solutions come visit with each employee to see if there was any interest. Commissioner Bolen seconded. If there is enough interest by employees Larry can start the process as soon as possible.  AYE 2 NAY 0
