Sharon Springs City Council - October 2022

The Sharon Springs City Council met in regular session Monday evening October 3, 2022 at 7:00 p.m. Those present were President of the Council Verlan Wagoner, Council Members: Dennis Mote, Amber Fischer, Jay Sharp, Tim Elder, City Attorney Allan Hurlburt, City Clerk Theresa Hill, City Superintendent Dennis Sharp and Dustin Bozarth.
President of the Council Verlan Wagoner called the regular meeting for October 3, 2022 to order at 7:00 p.m. 
The Oath of Office was given by President of the Council Verlan Wagoner to Tim Elder to fulfill the council position.
Letters were presented to the Council from WCC, Inc. and Mapes & Miller  for approval. Mr. Mote moved to approve the Preparation & Consulting Engagement Letters from WCC, Inc. for 2022, Mr. Sharp seconded the motion, motion approved.  
Mr. Sharp made the motion to approve the Engagement Letter from Mapes & Miller for the 2022 Audit in the amount of $8975.00 motion was seconded by Mrs. Fischer, motion approved.
The City Council viewed the Emergency Water Plan. Mrs. Fischer moved to approve the updated Emergency Water Plan for 2023, Mr. Mote seconded the motion, motion approved.
Mr. Sharp moved to approve the minutes of the September 6th regular meeting, Mr. Mote seconded the motion, motion approved.
Mr. Mote made the motion to approve the minutes of the September 14th special meeting, motion was seconded by Mrs. Fischer, motion approved.
Mrs. Fischer moved to accept the payroll and vouchers as presented:  voucher checks – 29907-29925,  manual checks – 29926-29943, ACH #482-483;  payroll checks – 29944-29960, ACH #1,  Mr. Sharp seconded the motion, motion approved.
Mr. Elder moved to approve the requisitions as presented, Mr. Mote seconded the motion, motion approved.
City Superintendent Report: City Superintendent Dennis Sharp requested a dumpster for the Power Plant and new chairs. The KMEA crew was here and did some electric work.  An application for employment was presented to the Council.
City Employee Dustin Bozarth showed a book to the City Council with the protocol procedures for the Power Plant.
City Attorney Report: City Attorney Allan Hurlburt reported he worked on a Mortgage Release the City was holding from the Rehabilitation Grant. Attorney Hurlburt provided the Council with an ordinance “Authorizing the City of Sharon Springs to Pass Through Costs of Electricity to Customers” thru their monthly utility bills. Mr. Elder moved to adopt this ordinance “Authorizing the City of Sharon Springs to Pass Through Costs of Electricity to Customers”, motion was seconded by Mr. Mote, 3 yea (Elder, Sharp, Mote), 1 nay (Fischer), motion approved. This will be Ordinance #550.
Council Member Reports:  Council member Sharp discussed repairing the shelter house at the South Park that was damaged by the tornado in April.  He would like to see the shelter house enlarged to accommodate more people.  Council members agreed. 
The application for employment was viewed and two Council members will conduct an interview with the job applicant.
City Clerk Report:  City Clerk Hill visited with the Council about personnel.

Water usage report for the water wells was included in the council packets.
Mr. Elder moved to adjourn the meeting at 7:43 p.m.; Mr. Mote seconded the motion, motion approved.
