Sharon Springs City Council - August 2022

The Sharon Springs City Council met in regular session Monday evening August 1, 2022 at 7:00 p.m. Those present were Mayor Patrick Gibbs, Council Members: Jay Sharp, Dennis Mote, Amber Fischer, Verlan Wagoner, City Attorney Allan Hurlburt, City Clerk Theresa Hill and City Superintendent Dennis Sharp.
Mayor Patrick Gibbs called the regular meeting for August 1, to order at 7:00 p.m. and opened the Budget Hearing.
The City Council received the following requests from the Bed Tax Committee: Wallace County Visitors Bureau (WCVB) $25.00 for the Fair Booth, WCVB $1000.00 for promotional items, WCVB $86.58 for mileage to NWKS Travel Council Meeting in Colby and Wallace County Recreation $300.00 for Triathlon advertising.  Mr. Wagoner made the motion to pay $25.00 for the Fair Booth, Mr. Sharp seconded the motion, motion approved. Mr. Sharp moved to pay $1000.00 to WCVB for promotional items, Mr. Mote seconded the motion, motion approved.  A motion was made by Mr. Mote to pay $86.58 to the WCVB for mileage to the NWKS Travel Council Meeting, motion seconded by Mr. Wagoner, motion approved. Mr. Wagoner moved to pay the Wallace County Rec $300.00 for advertising the Triathlon, Mr. Sharp seconded the motion, motion approved. The payments of these requests are pending until receipts are received
Two new Directors were appointed to the KMEA Board to fulfill two unexpired terms.  Mr. Wagoner moved to appoint Dennis Sharp as Director 1, Mr. Mote seconded the motion, motion approved. Mr. Mote made the motion to appoint Jay Sharp as Director 2, motion was seconded by Mr. Wagoner, motion approved.
Mr. Mote moved to approve the minutes of the July 5th regular meeting, Mr. Sharp seconded the motion, motion approved.
Mr. Sharp moved to accept the payroll and vouchers as presented:  voucher checks – 29789-29805, manual checks – 29806-29830, ACH #470-471; payroll checks – 29831-29846, ACH #1,  Mr. Wagoner seconded the motion, motion approved.
Mr. Wagoner moved to approve the requisition as presented, Mr. Mote seconded the motion, motion approved.
City Superintendent Report: City Superintendent Dennis Sharp reported on the water and electric line project at the north end of town. Bids for new mowers were viewed by the City Council.  A 90 day employee evaluation was provided to Council members. Superintendent Sharp requested permission to send 2 employees to the Overhead Distribution School in McPherson.  Council all agreed they should attend.
City Attorney Report: City Attorney Allan Hurlburt commented on an item in the Budget.
Council Member Reports:  Council discussed the 90 day employee evaluation they were provided.  Mr. Sharp moved to continue Dustin Bozarths employment with the City and give a .50 cent per hour raise effective September 1st, Mr. Mote seconded the motion, motion approved.  
Mr. Wagoner made a motion to hire Angie Van Allen for clerical help for $14.75 per hour beginning September 1, motion was seconded by Mrs. Fischer, motion approved.
City Clerk Report:  No Report
Mr. Mote moved to close the Budget Hearing and approve the 2023 Budget, Mr. Wagoner seconded the motion, motion approved.

Water usage report for the water wells was included in the council packets.
Mr. Mote moved to adjourn the meeting at 7:26 p.m.; Mr. Sharp seconded the motion, motion approved.
