Commissioner Proceeding 1/9/23

The Wallace County Board of Commissioners met in regular session with, Larry Townsend, Chairman Michael Cowles, Commissioner, Ronnie Hill, Commissioner, and Jacalyn Mai, County Clerk present.
The meeting was called to order by Commissioner Townsend and opened up for any old business at 8:30 a.m.
Commissioner Cowles moved to approve the December 28, 2022 minutes. Commissioner Hill seconded.

Warrants # 28892-28954 in the amount of $ 203,335.65 were approved for payment. Payroll warrants in the amount of $58,8254.26 for the working period of December 25, 2022 through January 7, 2023 were approved for payment.
There being no more old business the meeting was adjourned for the new year.
Commissioner Cowles moved to close the meeting for the new year. Commissioner Hill seconded.

The board recessed to attend a reception to thank Ronnie Hill for his service to Wallace County.
At 8:50 am, Wallace County Clerk, Jacalyn Mai, opened the meeting up for nominations for Chairman of the Board of Commissioners for 2023. Commissioner Cowles nominated Larry Townsend for Chairman of the Board for 2023. Commissioner Larson seconded the motion.

Clerk, Jacalyn Mai, asked for nominations for Vice-Chairman of the Board of Commissioners for 2023. Commissioner Larson nominated Michael Cowles as Vice-Chairman. Commissioner Townsend seconded the motion.

Clerk Mai presented a consent agenda for the board to review for all the first of the year actions. The board reviewed the information on the consent agenda.

Commissioner Townsend approved the consent agenda after updated appointments were made. Commissioner Cowles seconded.

Duane Barber, Building & Grounds Supervisor entered the meeting.
KCAMP adjustor came on Friday to look at the Sr Center to assess the damage after the fire. Duane would like someone to look at the building to see what they think needs to be replaced. Larry will look into other things that may need replaced.
The commissioners would like to thank Darrell Welsh for the use of the bales of hay for the Nativity Scene out front of the courthouse.
Anthony Garcia, Road Supervisor entered the meeting to report on his department.
Anthony presented a bid from Foley Equipment for a 2019 and 2022 140 Motor Grader with a trade in. Anthony will contact John Deere for a bid also.
Bob Bolen, Noxious Weed director entered the meeting.
KDOT contract to spray the State ditches for 100% chemical cost and labor. $ 70.00 per hour for equipment and $ 50.00 for operator. Commissioner Cowles moved to sign the contract. Commissioner Larson seconded.

Bob visited about spraying verses mowing the ditches this year.
He was looking at purchasing a spray system to be placed in the sprayer.
Clerk Mai presented the Service Agreements with Stateline Electric for generator testing. Rates will remain the same as 2022. SS and Weskan Ambulance buildings $ 110.00 per month. Courthouse, Radio
Tower, and Health Office for $165.00 & Community Care Center for $ 60.00. Commissioner Larson moved to renew the contracts. Commissioner Cowles seconded.

Paulette Unruh, EMS Director entered the meeting to discuss 2022 EMS data. There is currently 25 EMT’s but there is 1 that has not gone on any runs so Paulette will be visiting with this EMT. There will be another EMT that will be added back to the crew.
Clerk Mai presented Resolution 2023-01 for review.
RESOLUTION 2023-01
WHEREAS Wallace County, Kansas has determined that the financial statements and financial reports for the year ended December 31, 2022, to be prepared in conformity with the requirements of K.S.A. 75-1120a (a) are not relevant to the requirements of the cash basis and budget laws of this State and are of no significant value to the Board of County Commissioners or the members of the general public of Wallace County, Kansas and;
WHEREAS there are no revenue bond ordinances or other ordinances or resolutions of the municipality which require financial statements and financial reports to be prepared in conformity with K.S.A. 75-1120a(a) for the year ended December 31, 2022.
NOW, THEREFORE, BE IT RESOLVED, by the Board of County Commissioners of Wallace County, Kansas in regular meeting duly assembled this 9th day of January, 2023 that the Board of County Commissioners requests the Director of Accounts and Reports to waive the requirements of K.S.A. 75-1120a (a) as they apply to Wallace County, Kansas for the year ended December 31, 2021.
BE IT FURTHER RESOLVED, that the Board of County Commissioners shall cause the financial statements and financial reports of Wallace County, Kansas to be prepared on the basis of cash receipts and disbursements as adjusted to show compliance with the cash basis and budget laws of this State.

Commissioner Cowles moved to go into executive session at 11:05 am for Attorney-Client Privilege Exception for Local Development for 30 mins and return at 11:35 am. Invited in are the 3 commissioners, Trish Voth & Charles Moser. Commissioner Larson seconded.

Returned to regular session at 11:35 am.
Commissioner Cowles moved to return to executive session for an additional 15 mins. for Attorney-Client Privilege Exception for Local Development and return at 11:50 am. Invited in are the 3 commissioners, Trish Voth & Charles Moser. Commissioner Larson seconded.

A list of fairboard members for 2023 were presented to the board. Commissioner Cowles moved to appoint Peggy Hennick, Peggy Fischer, ReNae Mann, Leon Lock, Lyle Hammer, and Chisum Grund as the 2023 Fair Board. Haylee Hennick will intern this year. Commissioner Larson seconded.

Paulette Unruh, EMS Director entered the meeting to discuss 2022 EMS data. There is currently 24 EMT’s but several have not gone on any runs.
In 2022 there were 158 runs. Average ER response time is 3.9 mins, Average transfer response time 18.2 min.
Paulette has ordered the monitor for 1 blood pressure machine. Paulette has put in for a Kraf Grant with a 80/20 match. They are looking at using memorial funds for a 2nd monitor.
Heating and air has been installed in the ambulance barn. Installed insulation and extended the return tube. Working great.
Terry Dobbs would be interested in installing the doors and windows at the SS Ambulance Barn.

Reconvene at 1:00 pm.
The commissioner meeting reconvened in the Courtroom. The meeting was opened back up for Brian Gailey to offer his information to the commissioners from the WCCCC Board. 28 residents, WCCCC employees, WCCCC Board members were present. After a very informational presentation from Brian
it was decided that a special meeting with Eileen Porbusky, et al was needed. Larry contacted Eileen and a meeting was set up for January 16, 2023 9:00 am mt at the Sr. Center.
Tonya Medina, County Health Nurse presented a bid for a Temp Armour Refrigerator & a freezer also. The freezer is $ 2,699.00 and ARPA funds will be used. For the freezer is for the VFC vaccines it will cost $ 3,499.00. Commissioner Larson moved to purchase the Refrigerator and Freezer. Commissioner Cowles seconded.

Tonja would like to use Unifirst for mats in the Health Office. The board agreed to allowing that.
Lissa Sexson. Wallace County Visitors Bureau requested the $ 10,000.00 they allocated for the Community Development Grant. The board agreed to pay it to them this year. Lissa also presented information on grants available for the county to apply for. She would like recommendations from the boar of ones they would like her to continue looking into.
The expiration of the fire ban was discussed. Commissioner Larson moved to approve Resolution 2023-02 in case it is needed. If we receive moisture before the next publication date they did not want it to be published. Commissioner Cowles seconded.

Coyotes Celebrate Allen's 1500th Point
