Commissioner Proceeding 12/27/22

The Wallace County Board of Commissioners met in regular session with, Larry Townsend, Chairman, Michael Cowles, Commissioner, Ronnie Hill, Commissioner, and Brionna Colvin, Deputy County Clerk present.
Rebecca Larson and Jacalyn Mai, County Clerk entered the meeting.
The meeting was called to order by Chairman Townsend at 8:33 am.
Warrants 28800-28861 in the amount of $ 304,795.85 were approved for payment. Payroll warrants in the amount of $ 109,195.95 for the working period of December 11, 2022, through December 24, 2022, were approved for payment.
Kathryn McDaniel entered the meeting.
She gave compliments on the fire department on how they worked diligently to fight the fire.
Duane also got compliments because he worked his day off to make things right.
Commissioner Hill moved to approve the December 13, 2022, minutes. Commissioner Cowles seconded.

Eileen called LT to update on where the application process is at.
Duane Barber entered the meeting.
Change time card on Saturday during the fire from 10am-4pm.
Commissioners showed appreciation to Duane for working hard and being available during the fire.
RH said him and Duane need to go to the attack and look at the sewer(vent pipe) Duane will call Will. He will take a picture of the pipe and take a picture for the insurance company.
Electric heater in north park froze up so he will get ahold of stateline.
Generators struggled with the electricity coming off and on multiple times.
Elevator is out of order, Clerk’s Office will get Duane the phone number to the company to get them out here to look at it.
Doug Springsteel entered the meeting.
He has plans to burn the burn pit as soon as burn ban is canceled and weather is okay.
The city filed up the burn pile with trees from south park.
Anthony Garcia entered the meeting.
The county road department will assist the city in clean up of the fire.
CAT will be out next week to pick up the dozer.
Portable cattle guard.
Jenna See pay raise, they will relook that.
Ty See’s blade is pushing 10,000 miles or hours.
Looking at a new one from Wichita county. One has 1,300 hours or 2,200 hours.
Anthony will take time to go look at the new one.
KCAMP will be here the end of the week.
Elevator people will be here tomorrow.
The commissioners discussed the Wallace Bathroom and they do not want to give funds for that.

Marion Kuhlman bid $3,100.00. FAIL
Plains Mountain Truck and equipment bid $15,157.00. ACCEPTED
MC mad a motion to accept. LT seconded. RH obstained. Pass 2 No 0.
Tonya Medina entered the meeting.
Discussion on mew job role she is wanting to take. Move up to administration and be nurse.
Take over the grants. Do billing, Nurse.
Asked for a pay raise to $45.00 from $35.00.
Also doing diabetes training. Continuing footcare. Teaching elders how to balance.
For now, Becky 5 hrs 5 days a week or be full time once she talks to tax people.
Will save the county money by not having to pay for another employees insurance.

Marshall Unruh entered the meeting.
Sheriff generator did not work in the storm last week.
Lost a lot of backups and all 911 calls were transferred to Sherman and Greely County.
911 will pay for the loss of backups in the office. And generator
Ordered a generator and just hasn’t got here. Jay has another generator he will put on until the other one gets here.
Marshall will go to Russell in february to emergency preparedness meeting.

Jacalyn talked to Jay and he would like to extend the burn ban. If we get snow/moisture we can stop the burn ban.

RH Made a motion to approve abatment orders 2022-001 through 2022-006 LT seconded. Pass 3 No 0
LT want to take break at 10:45am

Talk about fair board next meeting.
Jacalyn will check on placards to place on the Veterans board to keep it updated.
Jacalyn is expressing her concerns for the commissioners to support the new county clerk and help.
Brad Chubb city fire marshall entered the meeting.
He is at the fire building with fire marshall. There is no insurance on the building so the county and city can clean the building up now. The city wants to charge for clean up so that every community member does not wan the city to clean up.
Commissioners are big on ASSISTING the city clean up the mess.
