Commissioner Proceedings 10/25/22

The Wallace County Board of Commissioners met in regular session with, Larry Townsend, Chairman, Michael Cowles, Commissioner, Ronnie Hill, Commissioner, and Jacalyn Mai, County Clerk present.
The meeting was called to order by Chairman Townsend at 8:00 am.
Warrants 28489-28569 in the amount of $193,957.52 were approved for payment. Payroll warrants in the amount of $ 55,4436.63 for the working period of September 18, 2022 through October 1, 2022 and in the amount of $ 112,160.95 for the working period of October 2, 2022 through October 15, 2022 were approved for payment.
Commissioner Hill moved to approve the September 27, 2022 minutes. Commissioner Cowles seconded.

Commissioner Hill moved to approve the October 12, 2022 minutes. Commissioner Cowles seconded.

Clerk Mai presented the bids for the items on Facebook. Commissioner Hill moved to accept all bids that were bid on by the 5:00 deadline. Commissioner Cowles seconded.

Additional items will be put on Facebook again for anyone wanting to bid or rebid on items.
Duane Barber entered the meeting to report on his department.
Christmas decorations were discussed. Commissioner Townsend stated that if the Nativity was going to be replaced a Nativity needs to be put back up because that is what Christmas is about. They authorized Duane to look at what’s available and price.
Painting of the swimming pool was discussed. The board agreed to have Duane get bids for painting the pool & lines on the bottom.
Anthony Garcia, Road Supervisor entered the meeting to report on his department.
The Madigan bridge should be done this week.
They have installed a culvert on Iron Horse & Road 13 due to run off.
Repeater South of town coax cables need to be replaced.
Digital radios for the Road Department were discussed. Anthony will talk to Aften and see if any of the grant money can be given to the Road Department to purchase some Digital Radios.
Doug Springsteel, Landfill Supervisor entered the meeting to discuss the landfill.
Colton Pfeifer called into the meeting to visit with the commissioners to discuss the tonnage price for scrap iron if the board would like to have him pick it up. The current price is $ 50.00 a ton. They board agreed to let Doug be in contact with him when he feels that he is ready for pickup.
Doug asked about trapping coyotes at the landfill. Commissioner Townsend was going to get in contact with Mike Hooper and see what any regulations would be needed.
Marshall Unruh, Sheriff entered the meeting.
Jay Sharp entered the meeting.
November 4, 2022 8:00 am MT meeting for watershed on Zoom. Cheaper insurance for residents in flood zones. Marshall is going to attend the meeting and would like the commissioners to be part of the meeting by Zoom. Larry is planning on attending with Marshall. Jay said that someone from Sharon Springs City will be attending.
Clerk Mai asked about if a burn ban should be looked into. Jay Sharp, Fire Chief for Fire District #2 felt that a ban is needed.
Commissioner Hill moved to adopted Resolution 2022-15. Commissioner Cowles seconded.

Commissioner Hill moved to adopt Resolution 2022-16 and set the burn level at Level One. Commissioner Cowles seconded.

Resolutions 2022-15 and 2022-16 were published in the October 27, 2002 The Western Times.
Mike Hooper returned a call to the board about Coyotes at the landfill. Doug can trap without a trapping license.
Aften Gardner entered the meeting representing the Sick Bank Committee. Lance Finley entered the meeting.
The Sick bank board would like to add to the contribution form that current employees that do not have sick leave balance at the start of the year can donate the 8 hrs from their Personal time until Sickleave has been accumulated. It was also recommended that there be a line for all employees to sign up or have a line to decline the opportunity.
There is a recommendation to make a change to the Employee handbook. A hearing will be set up at the next commissioners meeting.

School inspections in Sharon Springs has been completed.
Aften and Lance visited with the board of commissioners about the active shooter walk through training at the school.
Brody Poe, Hollie Schattle & Nikki Chub entered the meeting.
Hollie Schattle presented quotes for 110’ of edging to go around the backstop and dug outs to keep the sand in. Samples from Colby Canvas were presented. Colby Canvas quote is for $ 800.00 for a 4ftx110ft tarp. The commissioners liked the Coolaroo Tarp.
There are 35 members, 6 new about the same #’s as last year. Hope that membership will go up during winter.
They are looking into things that don’t have much cost to them due to the lack of funds available.
Brody asked about the funds for the Rec Center that have been transferred into the Equipment Reserve. They would like to transfer the money back to the Rec Budget because there seems to be a lack of cash in their Rec Budget. Inquiry of why there is less coming into the Rec. They feel that there is less participation in the events that they have put together like the walk/run events. They cost money to put together and the participation has just been less the last couple of years. Expenses have gone up for things and the cleaning costs are up, but they have cut back on the days to possibly help. Clerk Mai will look into the options of transferring the funds back.
There being no further business the meeting was adjourned at 12:20 pm.

Coyotes Celebrate Allen's 1500th Point

On January 21 Weskan Coyotes took on the Bobcats of Bethune, Colo at home.  The boys won with a final score of 64 to 28, with Trey Allen scoring his 1,500th point during the game. The girls also won by a final score of 60 to 51.
