Sharon Springs City Council - January 2023

The Sharon Springs City Council met in regular session Tuesday evening January 3, 2023 at 5:30 p.m. Those present were Mayor Patrick Gibbs, Council Members: Jay Sharp, Amber Fischer, Dennis Mote, Tim Elder, Verlan Wagoner, City Attorney Allan Hurlburt and City Clerk Theresa Hill.
Mayor Patrick Gibbs called the regular meeting for January 3, 2023 to order at 5:30 p.m.
Mr. Wagoner moved to approve the 2023 Waiver of Accounting Principles – Resolution 2023-1, Mr. Mote seconded the motion, motion approved.
The following appointments for 2023 were made by Mayor Gibbs:  Street & Alley Liaison - Tim Elder. Mr. Mote moved to approve this appointment, Mr. Wagoner seconded the motion, motion approved. Budget & Finance Liaison – Verlan Wagoner. Mr. Elder moved to approve this appointment, Mr. Sharp seconded the motion, motion approved. Sanitation Department Liaison – Amber Fischer.  Mr. Mote moved to approve this appointment, Mr. Wagoner seconded the motion, motion approved. Electric Department Liaison – Jay Sharp.  Mr. Elder moved to approve this appointment, Mrs. Fischer seconded the motion, motion approved. Water Department Liaison – Verlan Wagoner.  Mrs. Fischer moved to approve this appointment, Mr. Mote seconded the motion, motion approved. Utility Hearing Officer – Dennis Mote.  Mr. Sharp moved to approve this appointment, Mr. Wagoner seconded the motion, motion approved. City Clerk – Theresa Hill.  Mr. Elder moved to approve this appointment, Mr. Mote seconded the motion, motion approved. City Treasurer – Bev Elder.  Mr. Mote moved to approve this appointment, Mrs. Fischer seconded the motion, motion approved. City Superintendent – Dennis Sharp.  Mr. Wagoner moved to approve this appointment, Mr. Elder seconded the motion, motion approved. Building Inspector – Dennis Sharp. Mr. Mote moved to approve this appointment, Mr. Elder seconded the motion, motion approved. Public Officer for Ordinance #500 (Vehicle Nuisance) – Wallace County Sheriff Department.  Mr. Sharp moved to approve this appointment, Mrs. Fischer seconded the motion, motion approved.  City Fire Chief – Brad Chubb.  Mrs. Fischer moved to approve this appointment, Mr. Elder seconded the motion, motion approved. Assistant Fire Chief – Aaron Wagoner.  Mr. Mote moved to approve this appointment, Mr. Sharp seconded the motion, motion approved. Official Bank Depository – Eastern Colorado Bank. Mr. Wagoner moved to approve this appointment, Mr. Mote seconded the motion, motion approved. Official Newspaper – The Western Times. Mr. Sharp moved to approve this appointment, Mr. Wagoner seconded the motion, motion approved. City Attorney – Allan Hurlburt.  Mr. Mote moved to approve this appointment, Mr. Elder seconded the motion, motion approved. City Municipal Judge – Steve Unruh. Mr. Wagoner moved to approve this appointment, Mr. Sharp seconded the motion, motion approved.  
Elected President of the Council – Verlan Wagoner. Mr. Mote made the motion to approve this appointment, Mr. Sharp seconded the motion, motion approved.
Mayor Gibbs requested the approval of the Tourism Committee. Mr. Elder moved to approve the (10) Members of the Tourism Committee as is; Mr. Mote seconded the motion, motion approved.
Mayor Gibbs requested the approval of the Library Board. Mr. Sharp made the motion to approve the (7) Members of the Library Board as is; Mr. Wagoner seconded the motion, motion approved. 
Mayor Gibbs requested the approval of the Sharon Springs Housing Board. Mr. Wagoner moved to approve the (5) Members of the Sharon Springs Housing Board as is; motion was seconded by Mr. Mote, motion approved.
Mr. Mote moved to approve the minutes of the December 5th regular meeting, Mr. Wagoner seconded the motion, motion approved.
Mr. Mote made the motion to approve the minutes of the December 27th special meetings at 1:00 p.m. and 1:45 p.m., motion was seconded by Mr. Sharp, motion approved.
Mrs. Fischer moved to accept payroll and vouchers as presented:  voucher checks – 30083-30103; manual checks – 30104-30123, ACH #504-505; payroll checks – 30124-30142, ACH #1,  Mr. Mote seconded the motion, motion approved. 
City Superintendent Report: No Report
City Attorney Report: No Report
Council Member Reports:  Mrs. Fischer visited with Council about an Ordinance pertaining to property cleanup charges. Attorney Hurlburt suggested looking at the cleanup of properties on a case by case basis.  Mrs. Tokoi has paid the cleanup charge of $2500.00 to the City.  Council discussed the cleanup and would like to split the $2500.00 with the County.  Mr. Wagoner moved to split the $2500.00 with the County, Mr. Mote seconded the motion, motion approved. The City is appreciative for the help from the County with the quick cleanup of the property.
Mr. Wagoner brought up the generating at the Power Plant.  Fairbanks Morse was here to check out the Power Plant and help employees with generating.
Mayor Gibbs read a letter of resignation from Jason Manning effective December 28, 2022.  Motion was made by Mr. Sharp to accept the resignation, Mr. Elder seconded the motion, motion approved.

Water usage report for the water wells was included in the council packets.
