Commissioner Proceedings 8/30/22

The Wallace County Board of Commissioners met in regular session with, Larry Townsend, Chairman, Michael Cowles, Commissioner, Ronnie Hill, Commissioner, and Jacalyn Mai, County Clerk present.
The meeting was called to order by Chairman Townsend at 8:15 am for the Board of County Canvassers.
Warrants 28236-28320 in the amount of $248,174.68 were approved for payment. Payroll warrants in the amount of $ 112,361.70 for the working period of August 7, 2022 through August 20, 2022 were approved for payment.
JoAnna Basgall, Deputy Register of Deeds, Christine Smith, County Treasurer, Maggie Figurilli, Register of Deeds entered the meeting.
Public comments. JoAnna is concerned that the commissioners were not going to allow Wi-fi in the courthouse. She has a printer that can be wi-fi capable or hard wired. Clerk Mai stated that she had Sheryl with Nex-tech to put the cost of Wi-fi on the next proposal.
Joel Eder, Brodi Poe, Aften Gardner, Trina Mays, Becky Larson, Sheryl Harrison, Ted Bussen, Debra Fischer are present.
RNR hearing called to order at 8:30 am. Patrons asked questions about the WCCCC.
The Board of County Commissioners took a vote to exceed the 2022 RNR rate for Wallace County.
Commission Townsend YES, Commissioner Hill YES, Commissioner Cowles YES passed 3-0.
Commissioner Hill moved to adopt Resolution 2022-10. Commissioner Cowles seconded.

A RESOLUTION OF WALLACE COUNTY, KANSAS TO LEVY A PROPERTY TAX RATE EXCEEDING THE REVENUE NEUTRAL RATE:
WHEREAS, the Revenue Neutral Rate for the County of Wallace was calculated as 92.565 mills by the Wallace County Clerk; and
WHEREAS, the budget propose by the Governing Body of the County of Wallace will require the levy of a property tax rate exceeding the Revenue Neutral Rate; and
WHEREAS, the Governing Body held a hearing on August 30, 2022, allowing all interested taxpayers desiring to be heard an opportunity to give oral testimony; and
WHEREAS, the Governing Body of the County of Wallace, having heard testimony, still finds it necessary to exceed the Revenue Neutral Rate.
NOW, THEREFOR, BE IT RESOLVED BY THE GOVERNING BODY OF THE COUNTY OF WALLACE
The county of Wallace shall levy a property tax rate exceeding the Revenue Neutral Rate of 92.565 mills.
This resolution shall take effect and be in force immediately upon its adoption and shall remain in effect until future action is taken by the Governing Body.
ADPOTED this 30th day of August 2022 and signed by the Governing Body.

Budget Hearing closed at 9:50.
Commissioner Hill moved to approve the 2023 Budget as published. Commissioner Cowles seconded.

Anthony Garcia, Road Supervisor entered the meeting to report on his department.
The Madigan Bridge will be gone soon and there is a 50 day build plan for its replacement.
The new mowers are in and there may be overtime so that mowing can get caught up.
Marshal Unruh, Sheriff entered the meeting.
FEMA funds of $ 30,577.61 has been received for the Road Dept for sand lost.
Road 6 by school speed limit was discussed. Speed limit signs may need to 20 from 30 or school signs with lights. Possible of fine double when school is in session.
Resolution to reduce the speed limit along the stretch wanted will be needed.
Anthony asked for raises to be given to some off his road employees. The board asked Anthony to provide evaluations for the employees.
Anthony is looking into pothole repair on the Wallace bypass road. Purchase asphalt in Colby.
Aften Gardner, Health Administrator reported on many things with her dept. The balance since the March report of the ARPA funds of $ 300,000.00 was presented to the board. Additional things as Radios and repeaters are in the works. Ambulance barn, floor. Tactial training. Radios for Ambulance are being considered.
The 800 radios from sheriff will go to the Fire and EMS.
Larry had visited with Bob Bolen and he stated that he is done spraying ditches. If Anthony is wanting more spraying visit with Bob.
The Sheriff office has a lot of ideas to use the funds remaining AEPA funds. Shield, vests, kits for triage bags in each ambulance, schools, etc. $ 40,000.00 remaining.

Medicare validation for 5 yrs till 2027.
Tonya Medina had gone through a hearing training for kids in Wallace County. Working with the school nurses.
HB 20-16. Statutorily requires the health department to do school inspections so the county adopted resolution is no longer in effect.
2023 adult vaccines insurance will be required to pay for the vaccines.
Web site pages have been built Civic ready Emergency portion of web site, Civic Plus web site. Would the commissioners allow the county offices close on October 10, 2022 to work on the web site. No decision was made.
The Health Office has got the new EHR record keeping. There is currently a 40% discount on the plan making the cost at $ 3,600.00 and it will be $ 5,600.00 after that.
Marshall Unruh, Sheriff entered the meeting.
KHP & KBI are short on employees and are looking at sheriff office employees to hire. That is the reason Marshall wanted to have the county pay into the KP&F for KPERS.

Be it resolved, by Wallace County Board of County Commissioners that Wallace County, a participating employer, with the Kansas Public Employees Retirement System hereby makes application in accordance with K.S.A. 74-4954(1) and (2) to become a participating employer in the Kansas Police and Firemen’s Retirement System to provide for the:
1) Inclusion of all its future eligible Police Officers.
2) Transfer of the membership of all current Police Officers
presently covered under the Kansas Public Employees Retirement System to the Kansas Police and Firemen’s Retirement System effective January 1, 2023.
IT IS SO RESOLVED by a majority vote of all members of the Board of County Commissioners of Wallace County, State of Kansas, on this 30th day of August 2022.

Be it resolved, by Wallace County Board of County Commissioners that Wallace County, a participating employer, or an applicant to become a participating employer, in the Kansas Police Retirement System hereby makes application in accordance with K.S.A. 74-4927(6) and (7) for the Inclusion of all its eligible employees in optional life insurance under the Kansas Public Employees Retirement System to the Kansas Police Retirement System effective January 1, 2023.
IT IS SO RESOLVED by a majority vote of all members of the Board of County Commissioners of Wallace County, State of Kansas, on this 30th day of August 2022.

Marshall let the board know that they had sold the Pickup for $ 5,100.00 and the Tahoe for $ 8,000.00 on Purle wave.
T-Mobile is putting up a new tower.
There has been a license plate reader near Weskan and Wallace to alert if a tag is recognized as stolen, amber alert, drugs, etc. It texts the Sheriff.
Debbie Welsh presented information for ambulance write off’s. Out of State runs that we are not able to collect through the Kansas Set-off program is in the amount of $ 15,764.89. Deceased patients since 2012-2019 in the amount of $ 263.11 that there are no funds to collect from.
Commissioner Hill moved to allow the uncollectable debit be written off of the books. Cowles seconded.

Peggy Hennick, Fairboard Member let the board know that the Fairboard has been gifted a fair amount of money. They are looking at doing upgrades on the fairgrounds and ropers arena. Tear an old barn down and put a new barn up to match the current bldgs. Camper hook ups, Announcer stand and get rid of the bus. They are gathering information and prices money up front and looking at getting a grant.
Peggy is also looking into a grant to update the CAB kitchen also.
Chisum Grund and Halley Hennick are interested in being appointed to the Fair board.
Clerk Mai requested for permission to destroy the Primary 2020 election records and General 2020 election record. This is a required by law for the disposal of these records. Commissioner Hill moved to allow for the disposal. Commissioner Cowles seconded.

Lissa Sexson, visited with the commissioners about Community Development – There is a Rural Champions Grant for $ 20,000.00 for one year to pay a point-person for the project of our community chose. These funds would be available October 2022 – October 2023. The Wallace County Visitors Bureau would pay a portion of the funds to match needs. The commissioners have already given all the funds for 2022. These funds will be used to set up a Community Development office. If no funds are received there will be no Development Office created.
