Commissioner Proceedings 9/27/22

The Wallace County Board of Commissioners met in regular session with, Larry Townsend, Chairman, Michael Cowles, Commissioner, Ronnie Hill, Commissioner, and Jacalyn Mai, County Clerk present.
The meeting was called to order by Chairman Townsend at 8:15 am for the Board of County Canvassers.
Warrants 28393-28488 in the amount of $125,989.22 were approved for payment. Payroll warrants in the amount of $ 115,325.05 for the working period of September 4, 2022 through September 17, 2022 were approved for payment.
Commissioner Hill moved to approve the August 30, 2022 minutes. Commissioner Cowles seconded.

Clerk Mai stated that Connie Harrison would not be able to help burn the 2020 Ballots. Clerk Mai had contacted Bob Bolen to see if he would be willing to help Ed Harold destroy the ballots for the Primary and General Election 2020 ballots. Bob agreed to help Ed. They will burn them in the barrel at the Noxious Weed Building.
Paulette Unruh, EMS Director entered the meeting. The infrared heater in the Ambulance barn is not working and is asking Will Walker to work on it.
Lance Finley, Undersheriff entered the meeting to discuss the AC unit at the Ambulance building.
The new ambulance will be ready Oct 19, 2022.
Paulette has set up an appointment with Herls Chevrolet on Oct 26, 2022 to have 1 WA 1 fixed and then it will be moved to Weskan when the new ambulance is in service.
Duane Barber entered the meeting. Sprinklers at the WCCCC need to be winterized. Commissioner Hill will contact Kevin Wagoner to put them on his schedule.
Doug Springsteel, Landfill operator entered the meeting to report on his department. Brandon Decker with PENCO contacted him about the Landfill Plan for 2023.
Caterpillar will be picking up the trash compactor and service it here soon.
Anthony Garcia, Road Supervisor entered the meeting to report on his department.
Anthony had visited with Eric Poe about what size of cattleguard he would like. He would like a 14’ cattleguard put in.
The board visited about the building to replace at the County Shop that was destroyed tornado building at the County Shop. It needs to have 2 opens for garage doors a walk-in door and a room for storge. A post frame and insulated roof only.
The board agreed that the Road Crew could help build the building at the Road Dept and at the Landfill.
On October 5, 2022 the Agnew bridge, north of Blue Bird Road on Road 6 is coming out and will be closed to traffic. A culvert will be put in.
Cameron Funk is putting in a fertilizer plant and would like to have 2 - 60’ 18” dim culverts. He would pay to have them put in. Spores will be putting them in.
Three evaluations on three employees were presented to the board. The board agreed to the evaluation raise for Ralph Mitchell, Kathie Lay, and Ty See. Commissioner Hill move to allow the raises. Commissioner Cowles seconded.

Potholes on the Wallace old highway road has been filled.
Wendy Dunagan, County Appraiser and JoAnna Basgall, Deputy Appraiser entered the meeting.
Wendy presented the information stated that they are in compliance for 2021. Mid-year ratio study for Wallace County.
An increase of 5% minimum to valuation needs to be expected for 2023 values. Valuation notices are sent out in March of 2023.
Trisha Voth, Attorney at Law with Foulston Siefken, LLP entered the meeting by Zoom, Charles Moser, County Attorney Zoom. Commissioner Hill moved to go into Executive Session Attorney-Client Privilege Exception and invite in Charles Moser, and the 3 commissioners at 10:36 am for 20 minutes. Return at 10:56 am. Commissioner Cowles seconded.

Returned too regular session at 10:56 am.
Clerk Mai presented a contract from Foulston Siefken, LLP Trish Voth, Attorney at Law to represent Wallace County for the possible Windmill operation in the county. Commissioner Hill moved accept the contact with Foulston Siefken, LLP. Commissioner Cowles seconded.

Lance Finley, Undersheriff entered the meeting and brought in pictures of the tall weeds on 21-11-38 Road 29 and Blue Bird. Clerk Mai was asked to contact Charles Moser, County Attorney to write a letter to this landowner.
There being no further business the meeting was adjourned at 11:55 am.
