Commissioners approved minutes - December 10, 2019

The Wallace County Board of Commissioners met in regular session with, Bruce Bolen Chairman, Ronnie Hill, Commissioner, Val Reiss, Commissioner and County Clerk, Jacalyn Mai present.  

The meeting was called to order by Chairman Bolen at 8:00 a.m. 

Commissioner Reiss moved to approve the November 18, 2019 minutes. Commissioner Hill seconded. AYE  3     NAY  0

Warrants # 24307-24364 in the amount of $ 64,133.20. Warrants # 24365-24412 in the amount of $ 56,913.50 were approved for payment. Payroll warrants in the amount of $ 93,296.01 working period of November 3, 2019 through November 16, 2019 and payroll warrants in the amount of $ 45,572.65 working period of November 17, 2019 through November 30, 2019 for were approved for payment. 

A call was placed to Sheryl Budke with Nex-Tech about a late fee charged to the county. Sheryl will take care of the charge. We have also had problems with the computers shutting down and not allowing us to get on the internet. She will be getting with her techs to figure out what is going on.  

Duane entered the meeting to report on his department.

Steve Pilger, Road Supervisor entered the meeting to report on his department.

The new blade is here and working good. 

This is the time we start thinking about replacing a mower. The board agreed to have Steve look into prices for a new mower. 

The Cat rebuild was discussed. Clerk Mai informed the board that she had contacted Theresa Dasenbrock at Lewis Hooper and Dick about where the funds for the cat rebuild could be taking from if it is not a new piece of equipment. If they agree to the rebuild in 2019 the encumbered funds will be paid out of the 2019 Road Fund. It can be taken also be taken out of the Road and Bridge Special Road Fund. Commissioner Hill moved to proceed with the rebuild on the Cat for $106,2850.00, camera $ 3,156.00 and the service contract $ 23,918.43 and pay it out of the Road & Bridge Special Equipment Fund. Commissioner Reiss seconded.  AYE  3     NAY  0

Commissioner Reiss moved to go into executive session for 10 minutes at 8:45 am and return at 8:55 am for Personnel exception. Personnel matter of individual NON-ELECTED personal. Those invited in are the 3 commissioners and Steve Pilger.  Commissioner Reiss seconded. AYE  3     NAY  0

The board resumed regular session at 8:55 am.

The scraper has been serviced. 

Clerk Mai presented the 2020 Holidays for the board to consider.  

The board agreed to the following Holidays.

EMPLOYEE HOLIDAYS - New Years Day January 1, 2020, Presidents Day February 17, 2020, Good Friday 1/2 day April 10, 2020, Memorial Day May 25, 2020, Independence Day July 3, 2020, Fair ½ Day July 31, 2020, Labor Day September 7, 2020, Veterans Day November 11, 2020, Thanksgiving Day/After November 26 & 27, 2020, Christmas Eve/Day December 24 & 25, 2020.

Commissioner Reiss approved the 2020 Holiday Schedule. Commissioner Hill seconded.  AYE  3     NAY  0

Clerk Mai presented the 2020 Holidays for the Court Office.

Clerk Mai presented the 2020 Cereal Malt Beverage License application from Sharon Springs Golf Course, Inc. Commissioner Reiss moved to approve the application. Commissioner Hill seconded.  AYE  3     NAY  0

Clerk Mai presented the Kimble Mapping Contract for the 2020 GIS Map Maintenance for $ 8,800.00.  Commissioner Reiss moved to approve the contract. Commissioner Bolen seconded. AYE  3     NAY  0

Clerk Mai presented Abatement orders 2019-00001/00003& 00005 for $ -3515.66 and add for $ 125.88 Commissioner Reiss moved to approve the orders. Commissioner Hill seconded.  AYE  3     NAY  0

The board resumed regular session at 8:55 am.

Clerk Mai presented the Statement in Proof of Lost from KCAMP. Commissioner Hill moved to accept and sign the claim form. Commissioner Reiss seconded. 

2020 wages were discussed. Commissioner Hill moved to give a $ 1.00 per hr raise to all full-time employees and $ 2,080.00 per year, equivalent to $ 1.00 per hour, for elected officials. Commissioners will not be included in this increase. Commissioner Reiss seconded.   AYE  3     NAY  0

Commissioner Reiss left the meeting. 

Val Reiss, Commissioner

Aaron Tilden, Willdan Engineering & Construction Management, visited with the board about replacing the lights in the courthouse. Aaron estimated that the cost would be around $ 40 to $ 60,000.00 to replace the lights in the courthouse. Should be able to see a 35%-60% energy savings. The board asked him to look into the lighting at the Courthouse, Extension Office, Health Office and Sr Center. Aaron will be in contact with Clerk Mai to get information and return with information to get RFQ’s and what needs to be done to proceed with this process.  

Theresa Hill, Sharon Springs City Clerk met with the board about the landfill. Well # 2 is dry it has never given them any data and it has been recommended to the City Council to cap well #4. It will cost $ 195.00 to cap the well in January. Fees should go done since they will not be monitoring that well. Commissioner Hill moved to allow the capping of well #4. Commissioner Reiss seconded.   AYE  2     NAY  0

Herman Perkins with Archive Social called in to visit with the board about Social Media risks. The board is not interested at this time in their services.

Jerol Deboer, with PENCO Engineering met with the board. He is recommending that the county participate in the Local Road Safety Plan. It seems to help counties to get approved for State funds with other projects. PENCO will help fill out the forms and will get back with us. The board agreed to proceed with the FFY 2018-2022 LRSP Funding Application. 

Christine Smith, County Treasurer met with the board. Christine presented a list of checks to void. She also presented a list of Record Retention Compliances per the Historical Society and a list of things to be destroyed. The years to destroy is listed on the form in the County Treasures Office. Commissioner Hill moved to approve the records to be destroyed. Commissioner Bolen seconded. AYE  2     NAY  0

There could be more records to update to the list to be destroyed at a later date.

Christine also presented a list of Warrants/checks to void and return the funds to the county funds. This list is also in the Treasures office. Commissioner Hill moved to allow the warrants to be voided and returned to the county funds. Commissioner Bolen. AYE  2     NAY  0

Christine thought the board would be interested in knowing this information. 6.7 million was levied for and at the present time the Treasures Office present time has collected 1.5 million, ½ is due by Dec 20. 

Clerk Mai presented the bill to rejoin the Kansas Natural Resources Coalition the dues are $ 4,750.00. Commissioner Hill moved to continue with the KNRC. Bolen seconded.  AYE  2     NAY  0

Clerk Mai asked about closing on Dec 31, 2019 at 12:00 to the public for yearend closing. Commissioner Hill closed to the public, but all employees are required to work their regular hrs. Commissioner Bolen second.  AYE  2     NAY  0

There being no further business the meeting was adjourned at 12:25 pm.
