Sharon Springs City Council - September 2022

The Sharon Springs City Council met in regular session Tuesday evening September 5, 2022 at 7:00 p.m. Those present were Mayor Patrick Gibbs, Council Members: Jay Sharp, Dennis Mote, Amber Fischer, Verlan Wagoner, City Attorney Allan Hurlburt, City Clerk Theresa Hill, City Superintendent Dennis Sharp and Rita Williams.
Mayor Patrick Gibbs called the regular meeting for September 6, 2022 to order at 7:00 p.m.
The 2021 Audit report was presented by Rita Williams, WCC, Inc. Mrs. Williams explained the comparisons/opinions the auditors are required to report. The Receipts & Expenditures report for 2021 was viewed and discussed.  Mrs. Fischer made the motion to approve the 2021 Audit Report, the motion was seconded by Mr. Mote, motion approved.
The Bed Tax Committee submitted a request from the Wallace County Visitors Bureau (WCVB) for $1700.00 for the Ultimate Travel Guide.  Mr. Mote moved to approve the WCVB request for $1700.00 for the Ultimate Travel Guide, Mr. Wagoner seconded the motion, motion approved. The payment of this request is pending until a receipt is received.
Mr. Sharp moved to pass an Ordinance Regulating Traffic Within the Corporate Limits of the City; Incorporating by References the Standard Traffic Ordinance for Kansas Cities; Edition 2022. Mrs. Fischer seconded the motion, motion approved. This will be Ordinance #548.
Mr. Wagoner moved to pass an Ordinance Regulating Public Offenses Within the Corporate Limits of the City; Incorporating by References the Uniform Public Offense Code of Kansas Cities, Edition 2022. The motion was seconded by Mr. Mote, motion approved. This will be Ordinance #549.
The WAPA Small Customer 5 Year Plan was viewed by the City Council.  This plan shows the progress made in the past five years and the future forecast to provide electricity to our customers in the next five years. Mrs. Fischer moved to approve the WAPA 5 Year Small Customer Plan, Mr. Wagoner seconded the motion, motion approved.
Mr. Mote moved to approve the minutes of the August 1st regular meeting, Mr. Sharp seconded the motion, motion approved.
Mr. Sharp moved to accept payroll and vouchers as presented:  voucher checks – 29847-29860; manual checks – 29861-29889, ACH #476-477; payroll checks – 29890-29906, ACH #1, Mr. Wagoner seconded the motion, motion approved. 
Mrs. Fischer moved to approve the requisitions as presented, Mr. Mote seconded the motion, motion approved.
City Superintendent Report: *City Superintendent Dennis Sharp reported  Farabee Mechanical had been at the Power Plant working on engine #4 to repair a water leak. The hoses on engine #3 need to be replaced and the main water valve is malfunctioning. Mr. Sharp also reported Ed Gonzalez passed his wastewater test.
City Attorney Report: *City Attorney Allan Hurlburt worked with Superintendent Sharp to locate an alley on a property.
Council Member Reports:  Councilman Sharp had some concerns about properties needing cleaned up in the City.  City Council discussed making Sam Rodriguez a full time employee.  Mr. Wagoner moved to make Sam Rodriguez a full time employee with benefits effective October 1st at $14.00 per hour with a 90 day probationary period. Mrs. Fischer seconded the motion, motion approved.  A motion was made by Mr. Sharp to give Ed Gonzalez a .50 per hour raise for passing his wastewater test effective October 1st.  Mr. Mote seconded the motion, motion approved.
Mayor Patrick Gibbs nominated Tim Elder to fill the vacancy on the Council. Mr. Wagoner moved to appoint Tim Elder to the City Council, the motion was seconded by Mr. Mote, motion approved.
City Clerk Report:  *City Clerk Theresa Hill reported the back door of the City building had been damaged.  Attorney Hurlburt recommended restitution to help pay for the repairs.  City Council discussed repairs and replacing the door.

Water usage report for the water wells was included in the council packets.   
Mr. Sharp moved to adjourn the meeting at 8:20 p.m.; Mr. Wagoner seconded the motion, motion approved.
