Commissioner Proceedings 6/24/25 Special

August 30, 2025

The Wallace County Board of Commissioners met in a special session with Becky Larson, Chairperson, Will Walker, Commissioner, Brian Gailey, Commissioner, and Micaila Lock, County Clerk present.  

Chair Larson called the meeting to order at 1:02 pm.

County of Wallace had a quorum

City of Sharon Spring has a quorum  

City Of Wallace has a quorum  

USD 241 has a quorum

USD 242 has a quorum

Lissa went over the NRP details and what qualifies for the NRP, she explained how property taxes are calculated. NRP is a way to make new improvements. NRP rebate and how it works for the residential at 95 % for five years and commercial five-year step-down rebate. Lisa also gave graph examples for a new Build and Renovation on both residential and commercial.

Dawn Alleman, City of Wallace had a question about the rebate percentage.

Steve Paul, City of Sharon Springs had a question on the taxes for the project and he mentioned the NRP could be more aggrieve for commercial

Nolan Cox, USD 242 School Borad Member asked when the rebates would happen when they pay their taxes. Wallace County appraiser explained how the rebates would work for those that have received.

Lynn Kirkham had a question on if they could apply to build a new garage and still apply before the contraction of the garage is not attached to the house but is still one his property

Kim Frodin, County Appraiser explained what would happen if we make it the NRP more aggrieve could hurt the county and tax payers if you start to aggrieve  with the NRP and Lissa explained with Kim if we start with five years it’s the middle ground for five years and in five years if the taxing entities can revisit the NRP in 2029.  

Lissa and Kim explained that the attorney general’s office will allow Ag building to be in the NRP but it is in statues Ag building is not supposed be in the NRP

Eric Purvis, USD 242 School board President asked if million-dollar home can affect the 50,000-dollar home value.

Doug Tittel explained what a million-dollar new build would also make a burden on city’s that have to add a road and water line.    

Kim and the commissioners discussed Commercial vs. Agriculture

Commissioner Walker made a motion to approve the NPR resolution 2025-08. Commissioner Gailey Seconded the Motion. AYE 3    NAY 0                               

There being no further business, the meeting was adjourned at 3:07 pm
