Sharon Springs City Council - February 2025

March 13, 2025

The Sharon Springs City Council met in regular session Monday, February 3, 2025 at 5:30 p.m. Those present were Mayor Verlan Wagoner and Council Members: President of the Council Jay Sharp, Steve Paul, Tim Elder, AB Smith, Dennis Mote, City Attorney Allan Hurlburt, City Clerk Angie Van Allen, Deputy Clerk Allison Mitchell, City Foreman Donald Henderson and Dalton Walker.   

Mayor Wagoner called the regular meeting for Monday, February 3, 2025 to order at 5:30 p.m.  

A building permit application by Dalton Walker was reviewed.  Mr. Henderson, the building inspector, has reviewed the application and has approved it.   Mr. Mote made a motion to approve the permit as presented.  Mr. Smith seconded the motion, motion approved.     

Digital radio reader quotes for water meters were presented from Core and Main and Midwest Meter, Inc.  No action was taken.  

The Power Purchase Agreement between Kansas Municipal Energy Agency (KMEA) and the City of Sharon Springs was reviewed.  KMEA has negotiated with Grand River Dam Authority (GRDA) for an extension of the GRDA Agreement until April 30, 2051.  Mr. Smith made a motion to renew the purchase agreement under the terms presented.   Mr. Mote seconded the motion, motion approved.  Mayor Wagoner read Resolution 2025-02 to Council.  Mr. Elder made a motion to accept the proposed resolution.  Mr. Paul seconded the motion, motion approved.  Mayor Wagoner executed Resolution 2025-02 authorizing the execution of the Power Purchase Agreement.   

Mr. Mote made a motion to approve the regular meeting minutes of January 6, 2025.   The motion was seconded by Mr. Sharp, motion approved.  

Mr. Paul made a motion to approve the special meeting minutes of January 23, 2025.  The motion was seconded by Mr. Elder, motion approved.  

Mr. Elder moved to accept payroll and vouchers as presented:  payroll checks-#31597-#31612 and #31660-#31675; voucher checks- #31676-#31703 and #31613-#31633; manual checks-#31634-#31659; Voided checks #31580-#31596 and ACH #696-#697.  Mr. Sharp seconded the motion, motion approved.   

Requisitions was presented to Council in the amount of $2,064.79 from Border States Electric.  Other requisitions from Key Equipment, Stanion Wholesale, Altec Industrial, Salina Supply, Protective Equipment Testing Lab and Johnson Service Company were also presented.  Mr. Smith made a motion to approve the requisitions as presented.  The motion was seconded by Mr. Sharp, motion approved.

City Superintendent Report: City Foreman Donald Henderson attended the meeting and updated council on various projects.  Mr. Henderson gave an update on the Inland Potable Services schedule of late March to early May. Mr. Henderson also informed council that one employee could test for Water 1 after his one-year hire date.  Mr. Henderson gave an update on Alliance and the time frame for Johnson Service Company of later March for a cleaning and vacuum service of various sewer lines.  

  City Attorney Report: No report.  Mr. Hurlburt left the meeting.  

Council Member Reports:  Mr. Elder made a motion to approve the Hickman Environmental Services, LLC bid for the install and removal of 2 lift stations.  Mr. Mote seconded the motion, motion approved.   Mr.  Sharp made a motion at 6:56 pm to go into executive session for 15 minutes for non-elected personnel.  Mr. Elder seconded the motion, motion approved.  Mr. Henderson was invited to attend.  Mrs. Van Allen and Mrs. Mitchell left the meeting at 6:56 pm and were invited back into the meeting at 7:11 pm.  

 City Clerk Report:  No report.

Mr. Elder moved to adjourn the meeting at 7:15 p.m.; Mr. Smith, seconded the motion, motion approved.
