Sharon Springs City Council - December 2024

The Sharon Springs City Council met in regular session Monday, December 2, 2024 at 5:30 p.m. Those present were Council Members: President of the Council Jay Sharp, Steve Paul, City Clerk Angie Van Allen, and Deputy Clerk Allison Mitchell.  
President of the Council Mr. Sharp called the regular meeting for Monday, December 2, 2024 to order at 5:30 p.m.  Mr. Sharp announces the absence of a quorum. A motion was made by Steve Paul to meet for regular council meeting at 5:30 pm on December 3, 2024.  Mr. Sharp seconded the motion.  Motion approved.  The meeting was adjourned by President of the Council Mr. Sharp at 5:40 p.m.

The Sharon Springs City Council met in regular session Tuesday, December 3, 2024 at 5:30 p.m. Those present were Mayor Verlan Wagoner and Council Members: President of the Council Jay Sharp, Steve Paul, Tim Elder, AB Smith, Dennis Mote, City Attorney Allan Hurlburt, City Clerk Angie Van Allen, Deputy Clerk Allison Mitchell, and City Foreman Donald Henderson.  
Mayor Wagoner called the regular meeting for Tuesday, December 3, 2024 to order at 5:30 p.m.  
Cereal Malt Beverage applications for 2025 were presented.  Mr. Elder made a motion to approve applications from The Farmhouse Restaurant, Towns End Tavern and The Country Store, Inc, and T-Mart, LLC.    Mr. Sharp seconded the motion, motion approved.  
Mr. Paul made a motion to renew the Midwest Energy Contract for Services for the 2025 year.  Mr. Mote seconded the motion, motion approved.  Contract was signed.  
The KMEA (Kansas Municipal Energy Agency) Solar Agreement was discussed.  No action was taken.  Tyson McGreer will be extended an invitation to speak to Council to answers questions and concerns.  
Mr. Judd McCurdy was not present to discuss his building permit application.   
Mr. Smith presented his building permit application for an extension of his roof.  Mr. Sharp made a motion to approve the building permit.  Mr. Elder seconded the motion, motion approved.  
The bid from Bettis Asphalt & Construction, Inc. was reviewed.  The original bid did not include estimates from 4th Street to Front Street.  The new bid includes that material for 4th Street to Front Street and estimates of the additional inches of asphalt from unforeseen damage on 6th Street.  Mayor Wagoner has been in contact with Casey Pace, Project Manager, from Bettis Asphalt & Construction, Inc.  That new bid has approval from the Council.  Mr. Mote made a motion to accept the new bid proposal of $335,996.82.  Mr. Elder seconded the motion, motion approved.  
Mr. Smith made a motion to approve the regular meeting minutes of November 3, 2024.  The motion was seconded by Mr. Mote, motion approved.  
Mr. Elder moved to accept payroll and vouchers as presented:  payroll checks-#31484-#31497; voucher checks- #31498-#31514; manual checks -#31515-#31527; voided check #30959 and ACH #665-#669 and #671-#672.  Mr. Paul seconded the motion, motion approved.   
Requisitions was presented to Council in the amount of $4,242.00 from T & R Electric, and Core & Main in the amount of $588.38.  Border States Electric and Smith and Loveless requisitions were also approved.  Mr. Mote made a motion to approve the requisitions as presented.  The motion was seconded by Mr. Paul, motion approved. 
City Superintendent Report: City Foreman Donald Henderson attended the meeting and updated council on various projects.  Gerry Bieker will be in town on 12/4/2024 to discuss a breaker install with Mr. Henderson. A proposal from B & H Paving for $34,500.00 was discussed.  Mr. Mote made a motion to approve the crack seal bid as presented.  Mr. Sharp seconded the motion, motion approved.  Council would like Mr. Henderson to inform B & H Paving of the crack seal approval and to next obtain a bid from B & H Paving for chip sealing.  
 City Attorney Report: Mr. Hurlburt mentioned he had a call from the City Clerk about the current personnel policy.  
Council Member Reports:  City Clerk asked Council for clarification on new deposits on utilities on a new commercial, rural business.  Council gave Mrs. Allen direction.  At 6:18 pm Mr. Smith made a motion to go into executive session for 10 minutes for non-elected personnel.  Mr. Elder seconded the motion, motion approved.  Mr. Henderson was invited to stay.  Mrs. Van Allen and Mrs. Mitchell left the meeting at 6:18 pm and were invited back into the meeting at 6:28 pm.  Council advised City Clerk to inform applicant of their decision.     
City Clerk Report:  An invoice from Gworks was discussed.  Mr. Sharp made a motion to approve the Gworks invoice of $11,390.00 which will include the additional $600 for the perpetual historical data that can accessed in read-only form.  Mr. Elder seconded the motion, motion approved.
