Commissioner Proceedings 6/24/25

September 4, 2025

The Wallace County Board of Commissioners met in regular session with, Becky Larson, Chairperson, Will Walker, Commissioner, Brian Gailey, Commissioner, and Micaila Lock, County Clerk present.  

Warrants # 32951-33011 in the amount of $68,768.35 were approved for payment. Payroll warrants in the amount of $76,882.36 for the working period of May 25, 2025, through June 7, 2025, were approved for payment.

Maggie Figurilli, Register of Deeds, entered the meeting

The meeting was called to order by Chairperson Larson for business at 8:30 a.m.

Maggie gave updates on the software system. Harris has not got back with her on the cost increase. Fiddler has gave her some figures that she can be locked in for 5 years at 10,500 for those 5 years with an increase on the 6th year.

Charles Moser, County Attorney, entered the meeting

Charles gave updates on the tax sale he is in hopes that the sale will happen mid-August. He discussed his findings for the special question for the November General election, and he believes we are good to move forwarded with putting the question on the ballot. He gave updates on cases for the county.

Duane Barber, Building and Grounds supervisor, entered the meeting.

Duane gave updates on the senior center lights along with discussing on mowing. Discussing the old recycling and what can be done to make it look neater.

Anthony Garcia, Road and Bridge supervisor, entered the meeting.

Doug Springsteel, Landfill supervisor, entered the meeting.

Doug gave updates on the landfill renew permit along with updates on the landfill.

Anthony discussed someone that asked if they could build an entry into their field. They discussed the road crew cleaning up the recycling building.

Commissioner Gailey made a motion to approve June 10th , 2025, minutes. Commissioner Walker Seconded. AYE 3   NAY 0

Commissioner Walker made a motion to approve June 12th, 2025, minutes. Commissioner Gailey Seconded.  AYE 3   NAY 0

Commissioner Gailey made a motion to approve June 17th, 2025, minutes. Commissioner Walker Seconded.  AYE 3   NAY 0

Lissa Sexson, Wallace County Community development entered the meeting.

Lissa discussed the Neighborhood Revitalization Plan public hearing in discussing how the hearing will be handled and what we can expect for the hearing. She gave updates on the safe route for all grants. She also discussed the tire waste grant and the percentage of people that wanted the tire mulched. She discussed her call with Don Hutchison developer on the development of new housing in Sharon Springs. She gave updates on the request for the Pool, Senior Center, and Prairie Village with what she gathered for each facility to apply for a grant from the Dean Hansen foundation.

Marshall Unruh, Sheriff entered the meeting

Marshall gave updates on his department.

Breanna Cech, District Court Administrator, entered the meeting.

Rosella Ryser, District Court Clerk, entered the meeting.

Breanna and Rosella discussed the district court budget and adding money to the equipment reserve.

Don Rivera, representing Western Kansas Child Advocacy Center entered the meeting.

Don discussed what Western Kansas Child Advocacy Center does for the kids that have suffered some abuse they prove recourse for children. They want to help provide the children from having to repeat the story of the abuse. He requested $3000.00 for the 2026 budget year.

Lisa Axman, Kaite Wagner, Threasa with Lewis Hooper and Dick entered the meeting

Trina Mays and Marietta Wright Representing Wallace Township entered the meeting.

Lisa went over the Wallace Township budget for 2026 and set a date for the budget hearing for the Wallace Township on July 21st at 6:00 pm at the Wallace Firehouse.

Debbie Short and Billy Cox representing Weskan Township entered the meeting.

Lisa discussed the Weskan Township budget for 2026 and explained the general budget with the non budget funds and set a date for the budget hearing for August 7th at 7:00 pm

Dan Brooks Representing Sharon Springs Township entered the meeting.

Lisa went over the budget for 2026 Sharon Springs township and set the date and time for the budget hearing August 8th at 6:00 pm

After meeting with the townships Lisa returned to looking at graphs and going over the county budget with the commissioners. She went over the findings during the walk through and year end audit. Lisa and Katie discussed the landfill report and where we are standing with the landfill with the closing close and the projected years that landfill had left. Lisa and Katie showed the commissioner and explained where the Revenue Neutral Rate (RNR) is at for the county and making cuts to get to the RNR. They discussed the hiring and RNR date being set for august 26th, 2025

Kim Frodin, County Appraiser, entered the meeting.

Jevon and Wendy Benish entered the meeting.  

Jevon discussed the land survey that he has done on his property line and wanted to make sure he can’t be held reliably for anything that could happen on the county road and if he is paying taxes on the county line. Maggie Figurilli, Registers of deeds entered the meeting. Kim discussed finding a resolution to see if the county adopted the road to make sure they county has the easement on the county road. Jevon also discussed that he was going to discuss his land survey with the city council. He also discussed about doing a trap shooting during fair and maybe having the Prairie Ave closed while doing the trap shooting.

Commissioner Walker made a motion to approve the 2026 budget request $2500.00 for the Western Kansas Child Advocacy Center. Chair Larson Seconded the motion. AYE 3    NAY 0

Commissioner Walker made a motion to approve the 2026 Budget request $10,000.00 for the Ft Wallace Museum. Chair Larson Seconded the motion. AYE 3    NAY 0

There being no further business and the meeting was adjourned at 3:53 PM.
