Sharon Springs City Council - July 2024

The Sharon Springs City Council met in regular session Monday, July 1, 2024 at 5:30 p.m. Those present were Mayor Verlan Wagoner, Council Members: President Jay Sharp, Tim Elder, Dennis Mote, Steve Paul, AB Smith, City Attorney Allan Hurlburt, City Clerk Angie Van Allen, City Foreman Donald Henderson and Andrea Cross from Options.
Mr. Wagoner called the regular meeting for July 1, 2024 to order at 5:30 p.m.
Andrea Cross, Development Director from the organization Options shared information about the program.  She presented a request for $2,000.00.  Mr. Mote moved to pay Options $2,000.00 in December 2024.Mr. Sharp seconded the motion, motion approved.  
Mr.  Paul moved to approve the minutes of the June 3, 2024 regular monthly meeting.  Mr. Elder seconded the motion, motion approved.  
Mr. Mote made a motion in which he requested that the minutes of the December 21, 2023 meeting be amended in the third paragraph to read that Mr. Elder moved to move $25,000.00 from General Operating to Fire Equipment Reserve, $100,000.00 from Electric to Equipment Reserve and $150,000 from Electric to Capital Improvements, per request by Mapes and Miller.  Mr. Sharp seconded the motion, motion approved.  
Mr. Elder moved to accept payroll and vouchers as presented:  voucher checks-#31243-#31245 and #31254-#31261; manual checks-#31262-#31281; payroll checks-#31225-#31242; ACH- #620-#626; and voided checks-#31246-#31253 and #31226.  Mr. Smith seconded the motion, motion approved.
A requisition by Bettis Asphalt was presented to Council.  Mr. Paul made a motion to pay the bill as presented in the amount of $5,137.08. Mr. Sharp seconded the motion, motion approved.  
City Superintendent Report: City Foreman Donald Henderson attended the meeting and gave a report.  He received a bid from Stanion Wholesale for approximately 48 street lights.  He discussed the future laundry mat owned by Mr. Howell and the water needs that will be required.  
   City Attorney Report: City Attorney Allan Hurlburt briefed the Council on his conversation with Mayor Wagoner about a survey matter.  
Council Member Reports: Mr. Sharp made a motion to accept a sealed bid from Ty See in the amount of $327.50 for the 10’ box scraper that advertised in The Western Times.  Mr. Paul seconded the motion, motion approved.   Council discussed additional compensation of a non-elected personnel.  A special meeting will be held on July 16, 2024 at 5:30 p.m. to discuss such non-elected personnel, budget and revenue neutral rate.  
City Clerk Report:  No report.

Water usage report for the water wells was included in the council packets.   

Mr. Elder moved to adjourn the meeting at 6:58 p.m.; Mr. Smith seconded the motion, motion approved.
