The Sharon Springs City Council met in regular session Monday, June 3, 2024 at 5:30 p.m. Those present were Mayor Verlan Wagoner and Council Members: President Jay Sharp, Tim Elder, Dennis Mote, Steve Paul, AB Smith, City Attorney Allan Hurlburt, City Clerk Angie Van Allen, Deputy Clerk Allison Mitchell, City Foreman Donald Henderson, Lissa Sexson and Aften Gardner.
Mr. Wagoner called the regular meeting for June 3, 2024 to order at 5:30 p.m.
Mr. Dennis Sharp was not available to represent the City Housing Board. Mr. Wagoner reported to council that Linda Rohn has resigned as SSHA Site Manager, Robyn Norton replaces Mrs. Rohn and Patrick Brown was hired for maintenance at the housing.
Lissa Sexson asked for the City’s help to secure the wheat sculpture at the City Park. Lissa gave an update on the EECGB (Energy Efficiency and Conservation Block Grant). Mrs. Sexson gave an update on the WaterSMART Small-Scale Water Efficiency Project. The City was awarded $100,000.00 to convert water meters in town to digital read meters. Mrs. Sexson proposed multiple potential housing development opportunities. Mrs. Sexson has met with Randy Speaker, at The Northwest Kansas Economic Innovation Center, Inc. about potential funding for housing development using such programs as the Housing Assessment Tool (HAT), Housing Needs Analysis (HNA), or creating a Reinvestment Housing Incentive District (RHID). Mr. Smith made a motion for Mrs. Sexson to have Penco submit a cost estimate to the council. Mr. Sharp seconded the motion, motion approved.
Aften Gardner, Library Board President, discussed with council her budget for 2025. She is requesting $35,000.00 for next year’s budget. Mr. Sharp made a motion to approve the 2025 budget request, the motion was seconded by Mr. Mote, motion approved.
Mr. Mote made a motion to approve a bed tax request from Wallace County Chamber of Commerce members for $750.00 for fireworks advertising, the motion was seconded by Mr. Paul, motion approved.
Mr. Smith moved to approve the regular meeting minutes of May 6, 2024, with corrections, the motion was seconded by Mr. Paul, motion approved. Mr. Mote moved to approve the minutes of the special meeting of May 14, 2024, Mr. Sharp seconded the motion, motion approved. Mr. Paul moved to accept payroll and vouchers as presented: voucher checks- #31194-#31215; manual checks-#31216-31224; payroll checks- #31179-#31193; voided checks- #31140 and #31174; and ACH #609-612. Mr. Smith seconded the motion, motion approved.
Requisitions were presented to Council. Mr. Sharp approved the requisitions as presented, seconded by Mr. Mote, motion approved.
City Superintendent Report: City Foreman Donald Henderson attended the meeting and updated council on utility work to be completed on the high tower and his conversation with Amber Brown, representing Chamber of Commerce, on a proposed splash pad. Mr. Henderson discussed mowing, spraying, and milling and paving updates.
City Attorney Report: City Attorney Allan Hurlburt briefed the Council on a municipal matter with a dog complaint. He wanted Council to be informed of buildup of debris next to CHS with the recent rains. This business was invited to attend the council meeting but declined. Mr. Hurlburt answered questions about sidewalk deterioration and how that affects property owners. Mr. Hulburt also informed council that a local property owner is renting a home for Airbnb purposes, to which owner will be responsible for bed tax.
Council Member Reports: Mr. Sharp informed Clerk Van Allen to run an ad for three consecutive weeks in the local paper and on the City Office facebook page listing a used 10 ft box scraper for sale. Sealed bids will be due to the City office by Friday, June 28, 2024. Mr. Sharp was approached by a Wallace County Recreation Board member about using the tennis court at the City Park for pickleball. The Recreation Board will paint the court and put up the net once paint and net are provided.
Mr. Mote made a motion to hire Johnny Unruh and Braden McKain at the rates discussed on the attached list, motion was seconded by Mr. Paul, motion approved.
