Sharon Springs City Council - January 2024

The Sharon Springs City Council met in regular session Tuesday, January 2, 2024 at 5:30 p.m. Those present were Council Members:  Verlan Wagoner, Jay Sharp, Tim Elder, City Attorney Allan Hurlburt, City Clerk Wendy Keadle, Deputy Clerk Allison Mitchell, City Superintendent Dennis Sharp, and Winston White.
Council President Verlan Wagoner called the regular meeting for January 2, 2024 to order at 5:30 p.m.
Winston White came in with concerns about how he is treated and what happened to the Goats on his property.  He was advised that goats are not allowed in the city limits and Superintendent Sharp would take him to where the goats were taken.  He was advised there till not be compensation for the goats. 
Patrick Gibbs turned in his letter of resignation for the position of Mayor.  President of the Council Verlan Wagoner took Oath for the position of Mayor.  Steve Paul took his oath for City Council member. Mayor Wagoner will suggest a new council member to fill his vacated position, City Council will then vote to accept.
Mr. Mote moved to approve the waiver of accounting principles, Resolution #24-01, Mr. Jay Sharp seconded the motion, motion approved.
2024 Appointments were made, Mr. Jay sharp moved to approve 2024 appointments, the motion was seconded by Mr. Elder, Motion approved.  The library board will be tabled until next meeting to confirm members.
Mr. Mote moved to approve the Council Meeting minutes of December 4, 2023, motion as seconded by Mr. Jay Sharp.
Mr. Jay Sharp moved to approve the Special Meeting Minutes of December 21, 2023, Mr. Elder seconded the motion, motion approved.
Mr. Jay Sharp moved to approve payroll and vouchers as presented, motion was seconded by Mr. Mote, motion approved.
City Superintendent Report: City Superintendent Dennis Sharp gave his monthly report. 
City Attorney Report: Mr. Hurlburt had no report
Council Member Reports Midwest Energy Contract was discussed.  Motion was made by Mr. Paul to accept the Midwest Energy Contract, Motion seconded by Mr. Elder, motion approved:  
City Clerk Report:  City Clerk Wendy Keadle submitted to Council new rates for Blue Cross Blue Shield of Kansas.

Next Regular Meeting ~ February 5, 2024 ~ 5:30 p.m.
Water usage report for the water wells was included in the council packets.   
Mr. Elder moved to adjourn the meeting at 6:30 p.m.; Mr. Jay Sharp, seconded the motion, motion approved.
