The Sharon Springs City Council met in regular session Monday, April 1, 2024 at 5:30 p.m. Those present were Mayor: Verlan Wagoner, Council Members: Jay Sharp, Tim Elder, Dennis Mote, Steve Paul, AB Smith City Attorney Allan Hurlburt, City Clerk Wendy Keadle, Angie Van Allen, Camille Murphy, Amber Brown, Raya Wagoner, Lisa Walker and Cindy Harold.
Mayor Wagoner called the regular meeting for April 1, 2024 to order at 5:30 p.m.
Mayor Wagoner discussed an inquiry by Wanda Funk due to sand in her pool. Wanda Funk had spoken with City Superintendent Dennis Sharp. Neither Wanda Funk nor Mr. Sharp were present at the meeting. Mr. Jay Sharp made a motion to table the discussion until Wanda Funk could be present. Motion was seconded by Mr. Mote, motion approved.
The Beautification Committee members Raya Wagoner, Cindy Harold and Lisa Walker presented a request for $1,200.00 for the Main Street flowerpots. This money would be used for soil, flowers and some fall decorations. A motion was made by Mr. Elder to give the Beautification Committees $1,500.00, seconded by Mr. Mote, motion approved.
Camille Murphy and Amber Brown with the Wallace County Chamber of Commerce came in to discuss plans for Putt-Putt Golf locations at Wallace, Weskan and Sharon Springs. They are asking permission to secure a spot at the City Park. It would consist of 6 holes initially. Mr. Smith made a motion to grant the Wallace County Chamber of Commerce a location at the City Park in the North West Corner, motion was seconded by Mr. Sharp, motion approved.
Mr. Sharp moved to approve the Council Meeting minutes with corrections for March 4, 2024, motion was seconded by Mr. Paul, motion approved. Mr. Mote moved to approve the Special meeting of March 20, 2024 with corrections, Mr. Smith seconded the motion, motion approved. Mr. Elder made a motion to approve payroll and vouchers as presented, seconded by Mr. Mote, motion approved.
Motion was made by Mr. Elder to accept the resignation of Bradley Chubb as City Fire Chief, seconded by Mr. Paul, motion approved. Motion to approve Aaron Bollig as City Fire Chief made by Mr. Paul and seconded by Mr. Mote, motion approved.
City Superintendent Report: No Report
City Attorney Report: No Report
Council Member Reports: Council members would like Clerk Keadle to have an ad run for three weeks for construction to rebuild the shelter house at South Park with bids to be turned in by May 1, 2024 and work to be completed by the end of June 2024.
Mr. Sharp made a motion to go into executive session for non-elected personnel at 6:24pm for 20 minutes, seconded by Mr. Elder, motion approved. Clerk Keadle, Angie Van Allen and City Attorney Allan Hurlburt left the meeting. City Clerk Keadle and Angie Van Allen returned to meeting at 6:44pm. Meeting back in session at 6:44pm. Motion to extend the executive session for and addition 10 minutes for non-elected personnel made by Mr. Sharp at 6:45pm, seconded by Mr. Elder, motion approved. City Clerk Keadle and Angie Van Allen left the meeting. Meeting back in session at 6:56pm, motion made by Mr. Sharp to go into executive session for an additional 20 minutes for non-elected personnel, Mr. Elder seconded, motion approved. Clerk Keadle and Angie Van Allen left the meeting at 6:56pm. Clerk Keadle and Angie Van Allen returned to the meeting at 7:20pm, meeting back in session at 7:20pm. Wages to be increased at the rates presented for city employees Kean Dinkel, Samuel Rodriguez and Justin Scott. Angie Van Allen was hired at the rate presented and will replace Clerk Keadle upon her leave.
City Clerk Report: Clerk Keadle discussed direction on how to handle delinquent accounts and shut off procedures. Mr. Paul would like a report of delinquent customer accounts. Clerk Keadle advised City Council that former employee Dennis Sharp still has his key to the City Office. This was approved by City Council.
