The Wallace County Board of Commissioners met in regular session with, Becky Larson, Chairperson, Will Walker, Commissioner, Brian Gailey, Commissioner, and Micaila Lock, County Clerk present.
Warrants # 32333 – 32394 in the amount of $ 77,274.73 were approved for payment. Payroll warrants in the amount of $76,360.71 for the working period of January 19, 2025, through February 1, 2025 were approved for payment.
Bob Bolen, Noxious Weed / Prairie Dog Supervisor entered the meeting
Maggie Figurilli, Registers of Deeds, entered the meeting
The meeting was called to order by Chairperson Larson for business at 8:30 a.m.
Bob presented the 2025 weed management plan, along with showing some noxious and toxic weeds that have been popping up on the pastures and CRP throughout the county. He showed the commissioners the expenses from 2024 and what carries over from 2024 into 2025, Along with discussion on the weed control in town and having B&K spraying to the North Park, Courthouse, and Hope Springs. He also brought up when he would be gone for conference.
Duane Barber, Building and Grounds Supervisor, entered the meeting.
Duane discussed the heater in the clerk’s office which he had Lehmen heating come work on. While the technician was here, he had him check a few heaters at the courthouse along with the heater over at the extension office.
Commissioner Walker made a motion to approve the special meeting on February 5, 2025.
Anthony Garcia, Road and Bridge Supervisor entered the meeting.
Mark Polifka and Doug Minson, Representative from Foley Equipment Company, entered the meeting.
Doug Springsteel, Landfill supervisor, entered the meeting
Mark discussed the cost to rebuild the drivetrain on the road grader and the cost associated with it. He also mentioned that if they find more repairs that need to be done, there will be no additional costs above their final quote.
Anthony discussed with the commissioners what they are looking at with rebuild. He also discussed getting some pay back from the landfill on the front end loader that was borrowed from the road department which would help with the rebuild on the grader. Doug was willing to work with the road department and the commissioners to help cover the repairs to the grader.
Doug gave an update on the landfill, and they had the inspection
Commissioner Walker made a motion to repair the road grader $33,434.50 at Foley Equipment. Commissioner Gailey seconded the motion. AYE 3 NAY 0
Chair Larson moved to go into executive session at 10:30 am for Personnel exception-Personnel matter of individual NON-ELECTED personnel for 10 minutes and return at 10:35 am. Invited are the 3 commissioners, Clerk Lock. Commissioner Walker seconded.

Commissioner Gailey moved to approve January 28th, 2025, regular meeting minutes as amended. Commissioner Walker seconded.

Commissioners discussed the situation with the county cars. With the extent of the recent repair costs and questions about the reliability of the vehicles there will need to be a decision as to whether the county should auction off both the Jeep and the Buick and get a new county car or keep the Buick for a little longer.
Kim Frodin, County Appraiser, entered the meeting.
Kim discussed the eagleview contract and showed the commissioners where she has determined to be the most ideal area of the county to have an aerial image of all three towns in the county. This will allow her to work in the office during inclement weather and provide her with more accurate details of properties located in Wallace County.

Lissa Sexson Wallace County Community Development entered the meeting
Lissa discussed the housing incentive projects being done; Innovation Center has awarded help for someone to build a new house with some restrictions on square footage. There are still some funds remaining in the hiring incentives. Storefront incentives are closed. Projects, such as the Safe Routes to School Program are moving forward. Lissa hopes to have that grant wrapped up at the end of the school year and hopefully see the project begin soon after.
For the 2025 Music Series, she talked to the fair board to ensure that Thursday night is still a good night for the concert at the fair.
Hope Springs wants to do a Scholarship for CNA and CMA and get a grant for chairs for the dining area.
She discussed The Wallace County Foundation’s desire to have gutters installed on the South eave of the senior center building and what we need to do in order to get the guttering done.
Both Lissa and Chair Larson have gotten involved with the Magellan pipeline landowners Group.
There was a request from Lissa for the County to provide funds for the 2025 Tourism Budget.
Chair Larson made a motion to approve the $10,000.00 budget request for Wallace County Visitors Bureau. Commissioner Gailey Seconded.

Lissa also brought up County buildings that may need to be repaired or replaced that the commissioners have brought to her attention. She said that there may be grant money for that.
