The Wallace County Board of Commissioners met in regular session with Chairman Larry Townsend, Becky Larson, Commissioner, Micaila Lock, County Clerk, and Debbie Welsh, Deputy County Clerk, present.
Warrants #31933-31988 in the amount of $77,221.15 were approved for payment. Payroll warrants in the amount of $70,657.95 for the working period of October 13 2024, through October 26, 2024, were approved for payment.
Also present were Brian Gailey, Will Walker and Maggie Figurilli, Register of Deeds.
The meeting was called to order by Commissioner Larson at 8:33 a.m.
Maggie wanted permission to advertise and sell a Minolta microfilm machine. Also asked for a small budget of no more than $100.00 to decorate the wreath and tree for the main lobby.
The Commissioners agreed on both requests.
Conversation about the Christmas party this year. The bids from Townsend Tavern and The Farmhouse were reviewed. The Farmhouse had the lower bid this year. December 15th at 5:30 was the date chosen for the event. Invitations will be sent out with the November payroll advice.
Anthony Garcia, Road Department Supervisor and Jerol DeBoer, representative of Penco Engineering, entered the meeting. Jerol presented agreements for approval concerning upcoming projects.
Chairman Larry made a motion to accept the agreement with Penco for Design Engineering Phase for KDOT Cost share Project No. 100 C-5315-01: Construction of two new low water crossings, including two 36” culverts and reconstructed road approaches at Road 3 Low Water Crossing located 3 miles North and 3 miles West of Weskan, Kansas and Road 12.5 Low Water Crossing located 2.5 miles North and 4.0 miles West of Sharon Springs, Kansas. Services described not to exceed $45,000.00. Commissioner Larson seconded the motion.

Chairman Larry made a motion to accept the agreement to engage Penco Engineering for preparation of plans for the following: Off-System #29 (001000327004627) replacement located 3.5 miles South and 3.0 miles East of Weskan, Kansas. With the fee for services of $42,500.00. Commissioner Larson seconded the motion.

Anthony gave updates on work and repairs on County Roads. Doug Springsteel, Landfill Supervisor, entered the meeting and gave updates on his department.
Commissioner Larson moved to approve October 29th 2024, minutes as amended. Chairman Townsend seconded.

The motion carried unanimously.
Marshall Unruh, Wallace County Sheriff, entered the meeting bringing the Agreement for the Departments back-up sight in Sherman County.
Chairman Townsend made a motion to accept the agreement concerning the back-up system outlining the operating process and guidelines with Sherman County. Commissioner Larson seconded.

Tonya Medina, County Health Nurse and Supervisor, entered the meeting. Discussion of moving Ambulance Billing from current provider to the Health Department. More information and discussion at the next meeting.
Kathy McDaniel, Sr Center Coordinator, entered the meeting.
The Commissioners began the Canvasing of the 2024 General Election. Upon conclusion, Commissioner Larson moved to accept the results of the hand count. Commissioner Townsend seconded.

In discussion the Commissioners would like us to check on the recycling bin delivery date. The replaced stove from Hope Springs should be advertised and closed bids turned into the County Clerk’s office.
Lissa Sexson, Community Improvement Director, entered the meeting. Kathy was able to inquire about the cost share of the new Sr Center sign. Lissa gave updated information on current and upcoming grant opportunities.
There being no further business, the meeting was adjourned at 1:40 pm.
