Sharon Springs City Council - May 2024

The Sharon Springs City Council met in regular session Monday, May 6, 2024 at 5:30 p.m. Those present were President of the Council: Jay Sharp and Council Members: Tim Elder, Dennis Mote, Steve Paul, AB Smith, City Attorney Allan Hurlburt, Wendy Keadle, City Clerk Angie Van Allen, City Forman Donald Henderson, Lace David, Virgie Popp, Don Rivera, and Raymond Vanderpool.
Mr. Sharp called the regular meeting for May 6, 2024 to order at 5:30 p.m.
Don Rivera representing the Western Kansas Child Advocacy Center shared information about the program.  He presented a request for $3,000.00 for 2025 funds.  Mr. Mote moved to pay the Western Kansas Child Advocacy Center $3,000.00, Mr. Elder seconded the motion, motion approved.  
The City Council viewed the Bed Tax requests.  The Wallace County Cruizers requested $456.00 for advertising. The Fort Wallace Rodeo requested $1,500.00 for advertising Mr. Paul moved to pay the Wallace County Cruizers $456.00 and the Fort Wallace Rodeo $1,500.00 for advertising upon receipts, Dennis Mote seconded the motion, motion approved.   
Virgie Popp representing Master Gardner’s gave the Council an update on the burm at the City Park.
Raymond Vanderpool submitted a building permit. Mr. Elder moved to approve the permit, Mr. Smith seconded the motion, motion approved.
Mr. Paul moved to approve the Special meeting minutes held on March 28, 2024, motion was seconded by Mr. Mote, motion approved. Mr. Paul moved to approve the minutes of April 1, 2024 regular meeting with corrections, Mr. Elder seconded the motion, motion approved.  Mr. Mote made a motion to approve payroll and vouchers as presented, seconded by Mr. Elder, motion approved.
No requisitions were presented to Council.  
City Superintendent Report: City Foreman Donald Henderson attended the meeting and reported on work that has been completed since his employment.  
City Attorney Report: City Attorney Allan Hurlburt briefed the Council on more frequent national and local cyber attacks.  He wanted Council to be informed of the ramifications of such if it were to happen at the City.  
Mr. Hurlburt advised Clerk Van Allen to contact WCC, Inc. to ask if any compromises have occurred with most recent arrest of a partner of WCC, Inc., Quintin Flanigan.   
Council Member Reports: Mr. Paul informed Council members that Jeanette Compton addressed a concern that meters were read early in the month of April. Ms. Compton was asked to come to the Council meeting, but was not available to attend.  Former City Clerk Mrs. Keadle informed Council of the meter reading procedure and also advised the Council that there were only two employees to read meters that month. 
Mr. Paul asked about an item on a revenue and expense report and inquired about an electricity increase for the month of April.  
The Council had one bid submitted for repairs to be made to the shelter house at South Park. Mr. Paul made a motion to approve the $9,780.00 bid submitted by TeHe Enterprises, Inc. seconded by Mr. Elder, motion approved.  
City Council discussed the option of selling the 10’ box scraper no longer being used by the City. Mr. Smith made a motion to accept sealed bids on a 10’ box scraper, seconded by Mr. Mote, motion approved.   
City Clerk Report:  Clerk Van Allen shared with Council a concern that a former employee tried to access the City’s account with Core and Main. That supplier was notified that the employee is no longer employed with the City.  Other suppliers will be notified of the same.  
It was brought to the attention of the Council that the front door to the City office was unlocked, after being fully secured, on two separate occasions.
Clerk Van Allen inquired of a possible date of city wide clean-up.   A date will be determined and made public at such time.

Water usage report for the water wells was included in the council packets.
