Commissioner Proceedings 10/29/24

The Wallace County Board of Commissioners met in regular session with Larry Townsend, Chairman, Becky Larson, Commissioner, and Debbie Welsh, Deputy County Clerk present. 
Also present were Brian Gailey, Will Walker and Norm Pilger. 
The meeting was called to order by Chairman Townsend at 8:30 a.m.
Warrants 31853-31932 in the amount of $ 152,012.23 were approved for payment. Payroll warrants in the amount of $129,633.53 for the working period of September 29, 2024, through October 12, 2024, were approved for payment.
Norm Pilger brought up the poor condition of RD 20 to the Commissioners’ attention.  He also wanted an OK to run a hot wire across a “low maintenance road” for thirty days. After a brief discussion about details, the commissioners agreed with Mr. Pilger’s plan.
Kathy McDaniel, Sr Center Coordinator, entered the meeting. Christine Smith, Wallace County Treasurer, entered the meeting. 
Kathy informed us that the new signage for the Sr. Center was installed yesterday. Updates for the next project, a new door, were discussed. 
Christine asked for approval to schedule the shredding truck for this year. The services will be provided at the same rate as last year. She will let all the Departments know the date and details.
Anthony Garcia, Road Supervisor, entered the meeting to update activities in the department.
Midwest Energy filed a right-of-way request involving Arrowhead Rd and Rd 28. 
Commissioner Townsend made a motion to approve Midwest Energy to bore under Arrowhead Rd. and Rd 28. Commissioner Larson seconded. The motion carried. 
Anthony had information on future road/highway work. Discussion was tabled for a future time as more information will be available. 
Eric Oelschlager, representing KDOT entered the meeting. Jeff Stewart joined the meeting via phone. There was discussion about the plans for work on Highway 27.
Marshall Unruh, Wallace County Sheriff entered the meeting to give department updates. He let the Commissioner’s know he had received the KDOT survey for Rd 6 and gave information on current HWY jobs.
Debbie brought up and explained the need to move some expenses from one fund to Special Building. The Commissioners gave their OK.
Tonya Medina, County Health Nurse and Supervisor, entered the meeting. 
Commissioner Larson made a motion to go into an executive session for non-elected personnel for 15 minutes. Chairman Townsend seconded. Invited were Brian, Will, Commissioner Becky, Chairman Townsend, Tonya and Debbie. Time 10:23 to 10:38.
Back in regular session at 10.38.
Commissioner Larson made a motion to approve October 8th minutes as amended. Chairman Townsend seconded. The vote was unanimous.
There being no further business, the meeting was adjourned at 11:30 am.
