Sharon Springs City Council - April 2023

The Sharon Springs City Council met in regular session Monday evening April 3, 2023 at 5:30 p.m. Those present were Mayor Patrick Gibbs, Council Members: Jay Sharp, Amber Fischer, Tim Elder, Dennis Mote, Verlan Wagoner, City Attorney Allan Hurlburt, City Clerk Theresa Hill, Citay Superintendent Dennis Sharp, Terry and Helen Dobbs.
Mayor Patrick Gibbs called the regular meeting for April 3, 2023 to order at 5:30 p.m. 
Contractor Terry Dobbs presented a building permit for the Greeley/Wallace County Healthcare Foundation for a 12’ x 22’ addition to the medical clinic.  Mr. Wagoner moved to approve the building permit for the Greeley/Wallace County Healthcare Foundation, Mr. Mote seconded the motion, motion approved.
Mr. Sharp made the motion to waive the building permit fee for the Greeley/Wallace County Healthcare Foundation, motion was seconded by Mr. Elder, motion approved.
The City Council viewed the Bed Tax Committee request from the Wallace County Visitors Bureau - $1700.00 for the Wallace County Travelers Guide.  Motion was made by Mr. Mote to approve the WCVB request for $1700.00, Mr. Wagoner seconded the motion, motion approved. The payment of this request is pending until a receipt is received.
The annual insurance policy for 2023 from Eklund’s Insurance was discussed. There was a policy increase due to claims, addition of new equipment and the economy.  
Mrs. Fischer moved to approve the 2023/2024 policy for $69,648.00, motion was seconded by Mr. Sharp, motion approved.
Mr. Sharp moved to approve the minutes of the March 6th regular meeting, Mr. Elder seconded the motion, motion approved.
Mrs. Fischer moved to accept the payroll and vouchers as presented:  voucher checks – 30276-30294, manual checks – 30295-30314, ACH #522-523;  payroll checks – 30315-30332, ACH #1,  Mr. Mote seconded the motion, motion approved.
Mr. Sharp moved to approve the requisitions as presented, Mrs. Fischer seconded the motion, motion approved.
City Superintendent Report: Superintendent Sharp provided the Council with a request to change the pay schedule.  At 6:07 p.m. Superintendent Sharp requested to go into executive session.  Motion was made by Mr. Elder to go into executive session for non-elected personnel for 5 minutes inviting council members and Dennis Sharp, Mr. Wagoner seconded the motion, motion approved. Mr. Hurlburt and Mrs. Hill left the meeting. At 6:12 p.m. Mrs. Hill returned to the meeting. No action was taken.
City Attorney Report:  No Report
Council Member Reports: Mr. Jay Sharp reported on a sewer problem on the north end of town. 
Mr. Mote inquired about the tornado sirens and if they had been repaired. Superintendent Sharp said repairs are on order. 
A sheet comparing old cd rates and new rates was provided to the City Council by Bev Elder, City Treasurer.

 Water usage report for the water wells was included in the council packets.
Mr. Sharp moved to adjourn the meeting at 6:25 p.m.; Mr. Wagoner seconded the motion, motion approved.
