Commissioner Proceedings 5/27/25

The Wallace County Board of Commissioners met in regular session with, Becky Larson, Chairperson, Will Walker, Commissioner, Brian Gailey, Commissioner, and Micaila Lock, County Clerk present.

Warrants # 32837-32899 in the amount of $98,197.11 were approved for payment. Payroll warrants in the amount of $80,342.76 for the working period of April 27, 2025, through May 10, 2025, were approved for payment. 

Bob Bolen, Noxious Weed and Prairie dog Department Head entered the meeting. 

The meeting was called to order by Chairperson Larson for business at 8:31 a.m. 

Bob discussed his budget and gave updates on his department. He also discussed part-time wages

Chair Larson made a motion to give Jamie Hawkins a raise to $19.00 an Hour. Commissioner Walker Seconded

Doug Springsteel, Landfill supervisor, entered the meeting.

Doug gave updates on the landfill conditions after the rain along with having to replace a starter in his landfill pickup.

Commissioner Gailey made a motion to approve May 13th, 2025, minutes as amended. Commissioner Walker Seconded

Anthony Garcia, Road and Bridge Supervisor entered the meeting.

Anthony gave updates on the low water crossing project and the road 9 bridge and that they will start in the summer of 2026. He discussed what we need to do for the special road and bridge fund for 2026 for the project. along with discussion on the road and bridge budget. 

Rebecca Rains, President of the Recreation Board entered the meeting

Raya Wagoner, Recreation Director, entered the meeting

Rebecca and Raya discussed the recreation budget for 2026, They gave updates on the batting cage project the summer ball league for softball and baseball and how the ball field lights may need to be replaced due to poor lighting conditions at the field. They also gave updates on equipment at the recreation workout center. The commissioners discussed where to pay for the equipment and what they have in the fund already.

Marshall Unruh, Sheriff entered the meeting

Marshall gave updates on the city contract, discussed wage scale and gave updates on his department. He also discussed the highway meeting in October. 

Tonya Medina, County Health Nurse Entered the meeting

Tonya discussed getting a Lab Tech machine to do in house testing with Lab Results in the same day. CMP Meachem for more detail lab results for lippens and electrolysis. What all the equipment can do for the lab results

Commissioner Gailey moved to go into executive session at 11:28am for Personnel exception-Personnel matter of individual NON-ELECTED personnel for 10 minutes and return at 11:38am. Invited are the 3 commissioners, County Clerk Lock and County Health Nurse.  Commissioner Walker seconded.

Return to regular session 11:38 am with no decision made 

Tonya and the commissioners discussed some of the line funds to make sure everyone is on the same page.

Bev Elder, Wallace County Conservation District entered the meeting 

Bev discussed what the conservation district does for the county and requested $17,000.00 for 2026 

Recess for lunch at 12:02pm

Reconvene 1:01 pm 

Commissioner Walker made the motion to purchase Lab equipment that the county health nurse presented. Commissioner Gailey Seconded the motion.

The Commissioners reviewed 2026 budgets 

Jayne Pearce and Clarie Helsel representing Ft Wallace Museum entered the meeting

Jayne discussed the next gen internship program, gave updates on what the museum has done over the year and what is coming up in the next few months. They requested $14,000.00 and she invited the commissioners and county clerk to look through the museum.

Kim Frodin, County Appraiser entered the meeting

Kim discussed the payment made under protest on severed minerals and what could happen with this payment under protest if they decide to question the value and take it to board of tax appeals.

Morgan Elder and Amber Fischer, Pool Managers, entered the meeting. 

Amber and Morgan asked about when the commissioners would like to open the pool and gave updates on when the training would be for the new lifeguards. 

There being no further business, the meeting was adjourned at 3:45 PM.
