Commissioner Proceedings 9/24/24

The Wallace County Board of Commissioners met in regular session with, Larry Townsend, Chairman, Michael Cowles, Commissioners, Becky Larson, Commissioner, and Micaila Lock, County Clerk present. 
Warrants # 31737 – 31799 in the amount of $ 70,386.08 were approved for payment. Payroll warrants in the amount of $152,138.59 for the working period of September 1, 2024, through September 14, 2024, were approved for payment.

Commissioner Larson called the meeting to order at 8:32 am

Commissioner Larson moved to go into executive session at 8:48 am for Personnel exception-Personnel matter of individual NON-ELECTED personnel for 10 minutes and return at 8:58 am. Invited in are the 3 commissioners, Clerk Lock, County Attorney Moser.  Commissioner Cowles seconded.  AYE 3   NAY 0

Doug Springsteel landfill supervisor entered the meeting.
Doug gave updates on the landfill
Kevin VanAllen entered the meeting via phone 
Kevin discussed the electricity at the recycling center for the amusement association use.
Marshall Unruh, Sheriff entered the meeting 
Marshall gave updates on the bridge projects and current happenings. 
Debbie Welsh, Deputy County Clerk, entered the meeting
Debbie discussed her concerns about County Credit Card use for department. Debbie had further discussion about an ambulance run and getting approval for a settlement. 
Hollie Schattel, Representing the Rec Department
Hollie discussed the ball field getting a batting cage put in at the ball fields and getting that approval to put one up and maybe doing some more improvement. She is working on a grant to get the funding for the batting cage
Discussions about making some improvements at the north park to replace the woodchips and possible replacing the woodchips with pebble rock  also known as pea gravel.

Lissa Sexson, Wallace County Community Development entered the meeting
Lissa discussed the housing incentive Mou going to the city for the housing infrastructure. Along with applying for an ECB for housing Matching grant funds. Storefront and Signage incentive program applications have all been awarded. Hiring incentive does have some funds.
Chairman Townsend accepted the contract from KDOT Cost Share Awarded for the Smoky Hill River Low Water Crossing Project. Commissioner Larson Seconded.  AYE 3   NAY 0
Lissa talked about applying for a SEED Grant which would help with a few different things that it could help with Child Care, Senior Living and Center, and Food retail. Discussed the safe route to school and how KDOT will come out on October 15th and 16th to help explain it to the community. Talked about the theatre’s opening day and the improvements the group has made. The last concert of the music series is on the 27th of September for 2024.
