Commissioner Proceedings 10/31/23

The Wallace County Board of Commissioners met in regular session with Larry Townsend, Chairman, Michael Cowles, Commissioner, Rebecca Larson, Commissioner and Debbie Welsh, Deputy County Clerk present. 
Marshall Unruh, Wallace County Sheriff entered the meeting.
The meeting was called to order by Chairman Townsend at 8:30 a.m.
Warrants #30213-31313 in the amount of $ 108,290.96 were approved for payment. Payroll warrants in the amount of $118,019.38 for the working period of October 1, 2023, through October 14, 2023, were approved for payment.
There was a brief discussion on how to handle the proceeds from the sale of the Fair Bus.
Commissioner Larson moved to cut a check to the Fair Board for the amount the bus sold for. Commissioner Cowles seconded.  AYE  3     NAY  0
The motion carried unanimously.
Duane Barber, Building & Grounds Supervisor entered the meeting.
There was a brief discussion about the new waterline on the south lawn and the removal of the debris produced. Chairman Townsend asked about space on the Courthouse grounds for a possible solution for upcoming election requirements and a possible space for a small shop for Building and Grounds. 
Anthony Garcia, Road & Bridge Supervisor, entered the meeting.
There was a discussion on culvert placement. Anthony shared the department will be hauling millings in order to save on shipping charges. The millings are for the trail road east of highway 27.
Marshall re-entered the meeting with dates for the FEMA disaster relief. Anthony and Marshall will coordinate with each other to utilize any funds available.
The Commissioners asked Anthony to conduct the yearly check on the generator at Hope Springs.
JoAnna Basgall, Deputy Appraiser entered the meeting. JoAnna would like to hire another floater due to the current floaters change in availability. Chairman Townsend called Wendy Dunagan, Wallace County Appraiser to be included in the meeting. JoAnna shared there would be nobody to cover their office for the conference they both needed to attend. The suggestion for now was to post Wendy’s phone number and date the office would reopen.  An ad will be run for floater help for the Courthouse offices. 
Marshall entered the meeting. He gave an update on vehicle forfeitures being stored. He would also like to have the vehicle and meal reimbursement re-evaluated in the handbook before the first of the year. He reported there was an issue with the Wonderguard system at Hope Springs.
The Fire Departments, EMS and Sheriff Department purchased a drone. The cost to be split four ways between FD#2, City Fire, EMS and Sheriff.  The Clerk will contact K-Camp about insurance.
Commissioner Cowles made the motion to accept October 10, 2023 minutes as amended. Commissioner Larson seconded.   AYE 3  NAY 0
The motion carried unanimously.

Commissioners decided to go visit Hope Springs. Commissioner Cowles chose to remain at the Courthouse. Eileen Porubsky joined us and gave a brief tour. We looked at the bathing room where the new whirlpool will be. Brad Porubsky joined and visited briefly about the problems with the Wonderguard system.  Parts have been ordered by the company and will be fully functional soon. The facility is nearly full and doing well. A couple of storage areas will need cleaned up in order to use another room for residents. 
The meeting was adjourned at 12:15.
Chairman Townsend called the meeting to order at 1pm.
Lissa Sexson, Wallace County Community Development Director, entered the meeting and gave updates on several events and projects. The money for the hiring incentive will be arriving in mid-December. She presented stats on how much money came into the community and how much was added to that amount by participants. The Commissioners expressed their gratitude and a job well done. 
Charles Moser, Wallace County Attorney entered the meeting.
Lissa presented a proposal for her continued services for the Commissioners to consider. There are funds to meet her current pay through December 2023. 
Charles requested the meeting go to Executive Session for 30 minutes. Commissioner Larson made a motion to go to Executive session from 2:07 to 2:37 with the 3 Commissioners, Charles Moser and Debbie Welsh invited.  Commissioner Cowles seconded.  AYE 3  NAY 0
Executive session ended 2:37 pm. No action taken.
Commissioner Townsend made a motion to accept the bid from New Apollo Bath for $25,500.00 for the whirlpool at Hope Springs. Donating $11,750.00 from the county and $12,750.00 from the grant and an individual donation for $1,000.00. Commissioner Cowles seconded.  AYE 3  NAY 0
Motion carried unanimously.
