USD 242 Board Meeting - April 2023

1.   CALL TO ORDER
The Board of Education of Unified School District 242, Wallace County, Kansas, met in regular session at 7:00 pm in the board room on April 3rd, 2023 with President Eric Purvis presiding.  
2.  ROLL CALL
MEMBERS PRESENT: Mr. Aaron Aldridge, Mr. Gabe Cox, Mr. Nolan Cox (arrived at 7:10pm), Mr. Eric Purvis, Mr. Kyle Riedel (arrived at 7:03pm), Mr. Macy Sexson, Mrs. Chris Smith 
OTHERS PRESENT: Mrs. Amy Rother, Mrs. Morgan Welsh, Mr. Montero, Mr. Brett Clow, Mrs. Laura Sexon, Mrs. Julie Aldridge
4. APPROVAL OF AGENDA 
Mr. Sexson, (Mr. Gabe Cox) moved to approve the agenda with changes. Motion carried 5-0.
5. APPROVAL OF MINUTES
Mr. Gabe Cox (Mrs, Smith) moved to approve the minutes of the March meeting as presented. Motion carried 5-0.
6. COMMUNICATIONS TO AND FROM THE BOARD
PRINCIPAL’S REPORT
Mr. Montero reported on Inservice – Year 5 OVT, ACT Results, Foreign Exchange Fundraiser, New Supt. Visit, and Student Teaching Flyer.
SUPERINTENDENT’S REPORT
Mrs. Rother reported on NWKTC Report, Certified, Classified Consent Agenda, Principal House, Principal Contract, Negotiations, Needs Assessment, Teacher Handbook, Secretary Salary, Fridge Motor Replacement, Bus Bid, Aid Salary, KSHSAA & Supplementals, and Teacher Shortage.
ACTIVITY DIRECTOR’S REPORT
Mr. Clow visited with the Board about student activities.
8. EXECUTIVE SESSION
Mr. Aldridge (Mr. Smith) moved to enter into executive session at 7:45 pm and to return to the open meeting at 8:15 pm to discuss confidential student information. The justification for the executive session is to protect the privacy of an individual student.  Mrs. Rother, Mr. Montero and Mr. Clow were invited to attend. Motion carried 7-0. Meeting reconvened at 8:15 pm. 
Mr. Sexson (Mr. Nolan Cox) moved to enter into executive session at 8:15 pm to discuss the Board’s position on negotiations, and to return to the open meeting at 8:30 pm. The justification for the executive session is the exception for employer-employee negotiations under KOMA,.  Motion carried 7-0. Meeting reconvened at 8:30 pm.  
Mr. Aldrige (Mr. Gabe Cox) moved to enter into executive session at 8:30 pm to discuss the Board’s position on negotiations, and to return to the open meeting at 8:50 pm. The justification for the executive session is the exception for employer-employee negotiations under KOMA, Motion carried 7-0. Meeting reconvened at 8:50 pm.  
Mr. Gabe Cox (Mr. Aldridge) moved to enter into executive session at 8:50 pm to discuss the Board’s position on negotiations, and to return to the open meeting at 9:15 pm. The justification for the executive session is the exception for employer-employee negotiations under KOMA, Motion carried 7-0. Meeting reconvened at 9:15 pm.  
Mr. Sexson (Mrs. Christine Smith) moved to enter into executive session at 9:15 pm and to return to the open meeting at 9:55 pm. To discuss employee performance. The justification for the executive session is for the non-elected personnel exception under KOMA. Mrs. Rother was invited to attend.  Motion carried 7-0. Meeting reconvened at 9:55 pm.  
Mrs. Smith (Mr. Gabe Cox) moved to enter into executive session at 9:55 pm and to return to the open meeting at 10:15 pm. To discuss employee performance. The justification for the executive session is for the non-elected personnel exception under KOMA. Mrs. Rother was invited to attend.  Motion carried 7-0. Meeting reconvened at 10:15 pm.  
Mrs. Gabe Cox (Mr. Riedel) moved to enter into executive session at 10:15pm pm and to return to the open meeting at 10:30 pm. To discuss employee performance. The justification for the executive session is for the non-elected personnel exception under KOMA. Mrs. Rother was invited to attend.  Motion carried 7-0. Meeting reconvened at 10:30 pm.  
9.   NEW BUSINESS
Mr. Aldridge (Mr. Gabe Cox) moved to make the second payment of the home on the corner of Dasher and Leigh St., Weskan KS, from $67,000 for year 1; $67,000. Motion carried 7-0.
Mrs. Smith (Mr. Aldridge) moved to renew our KASB membership for the 2023-2024 school year at cost of 3296.14yr. motion carried 7/0.
Mr. Gabe Cox (Mrs. Smith) moved to renew our KASB legal assistant fund for the 2023-2024 school year at cost of 2750/yr. motion carried 7/0.
10.  PERSONNEL
Mr. Sexson (Mr. Gabe Cox) moved to offer a contract to Ty See a contract for Pole Vault Track Coach for the 2023 season at a flat rate of $400. Motion carried 7-0.
Mr. Aldridge (Mr. Gabe Cox) moved to accept the contract of 0.5 Superintendent for john Cox as negotiated. Motion carried 7-0.
Mrs. Smith (Mr. Nolan Cox) Pending Kansas Licensures and a clear background check, move to hire John Cox for a half time 2023-2024 teacher with salary as per negotiated agreement.
Mr. Gabe Cox (Mr. Sexson) move to renew Mr. Montero’s principal contract for the 2023-2024 school year with the following changes: One-year free rental for the 2023-2024 school year contingent upon remaining employed at USD 242
Mr. Gabe Cox (Mr. Riedel) move to renew Mr. Montero’s career advocate contract with the following changes: $1000 increase in salary.
Mr. Riedel (Mr. Sexson) move to hire Brielle Allen for kindergarten aid at a rate of $12/hr.
Mrs. Smith (Mr. Riedel) move to approve the resignation of Shirley Moore, assistant kitchen helper, as the end of May 2023 school year.
11.  PERSONNEL 
(CLASSIFIED)
Mrs. Sexson (Mr. Aldridge) moved offer 2023-2024 contracts to all classified staff positions as listed that have not already resigned or been removed from the consent agenda to be voted on individually.  Motion carried 7-0.
Mr. Sexon (Mr. Adridge) move to raise Connie Okeson’s salary by $2000, beginning with the 2023-24 contract year). Motion carried 7-0.
12. PERSONNEL
 (SUPPLEMENTAL)
Mr. Gabe Cox (Mr. Nolan Cox) moved to approve contracts for all supplemental positions on the consent agenda that have resigned or been removed to be voted on individually. Motion carried 7-0.
13. PERSONNEL
(CERTIFIED) 
Mrs. Smith (Mr. Nolan Cox) moved to offer contracts to all certified staff that have not already resigned or been removed from the consent agenda to be voted on individually.  Motion carried 7-0.
14.  APPROVAL OF BILLS
Mr. Aldridge (Mr. Nolan Cox) moved to approve the bills as presented.  Motion carried 7-0.
13.  ADJOURNMENT
Mr. Purvis declared the meeting adjourned at 11:04 pm.
