USD 242 Board Meeting - September 2022

1.   CALL TO ORDER
The Board of Education of Unified School District 242, Wallace County, Kansas, met in regular session at 7:00 pm in the Board Room on September 12th, 2022 with President Eric Purvis presiding. 
2.  ROLL CALL
MEMBERS PRESENT:  Mr. Gabe Cox, Mr. Nolan Cox, Mr. Eric Purvis, Mr. Kyle Riedel, Mr. Macy Sexson, Mrs. Chris Smith

4. APPROVAL OF AGENDA
Mr. Gabe Cox (Mr. Riedel) moved to approve the agenda as presented. Motion carried 7-0. 
5. APPROVAL OF MINUTES 
Mr. Gabe Cox (Mrs. Smith) moved to approve the minutes of the August meetings as presented. Motion carried 7-0.
6. COMMUNICATIONS TO AND FROM THE BOARD
A.  SENIOR CLASS TRIP DATE
Heavenly asked for permission to take the trip after graduation to Oregon.
B. PRINCIPAL’S REPORT
Mr. Montero gave the Principal’s report on the school play (Nov. 5th) coyote pack lunches, enrollment list, homecoming – Oct. 7 vs. Manzanola, KELI principal mentoring, and the ACT Prep Course in Goodland.
C. SUPERINTENDENT’S REPORT
Mrs. Rother gave the Superintendents report on yearbooks and picture, highway road crossing signs/speed, Christmas staff meal date, Wed. Dec.7th, Colorado family jobs, vehicle mileages, HS boys basketball, janitor, JH FB assistant, lunch prices, driveway rocks, poster maker grant, Needs Assessment/State Assessment, Resignation, and KASB Delegate.
7. Minutes must reflect: “Both the Building Needs and State Assessments were provided to the Board of Education, were evaluated by the Board, and used in the Budget Approval Process.
8. HEARING OF INDIVIDUALS IN THE AUDIENCE
9. EXECUTIVE SESSION
Mr. Gabe Cox (Mr. Nolan Cox) moved to enter into executive session at 8:52 pm to discuss personal. The justification for the executive session is for the exception for non-elected personnel under KOMA, and the open meeting will resume at 9:10 pm.  Motion carried 7-0.  The meeting reconvened at 9:10 pm.
Mr. Sexson (Mr. Gabe Cox) moved to enter into executive session at 9:10 pm to discuss an individual employee’s performance. The justification for the executive session is for the exception for non-elected personnel under KOMA, and the open meeting will resume at 9:20 pm. Mrs. Rother was invited to attend.  Motion carried 7-0.  The meeting reconvened at 9:20 pm.
 Mr. Sexson (Mr. Gabe Cox) moved to enter into executive session at 9:20 pm to discuss an individual employee’s performance. The justification for the executive session is for the exception for non-elected personnel under KOMA, and the open meeting will resume at 9:40 pm Mrs. Rother and Mr. Clow were invited to attend.  Motion carried 7-0.  The meeting reconvened at 9:40 pm.
10.   NEW BUSINESS
Mr. Aldridge (Mrs. Smith) moved to adopt resolution 2022RNR to exceed the Revenue Neutral Rate for the 2022-23 budget. The vote was as follows:
Mr. Riedel-Yay, Mr. Gabe Cox-Yay, Mr. Nolan Cox-Yay, Mr. Aldridge-Yay, Mr. Sexson-Yay, Mrs. Smith-Yay.  Motion carried 7-0. 
Mrs. Smith (Mr. Riedel) moved to approve the 2022-2023 budget as presented.  Motion carried 7-0.
Mr. Gabe Cox moved to authorize USD 242 Weskan Schools to adopt Resolution 2022LOB in an amount of 33% for the 2022-2023 school year. Motion carried 7-0.
Mrs. Smith (Mr. Riedel) moved change the adult breakfast price to $2.50 and the adult lunch price to $3.90 for the 2022-23 school year.  Motion carried 7-0.
Mr. Nolan Cox (Mrs. Smith) moved to appoint board member Macy Sexson as the KASB Delegate for the 2022-23 school year.  Motion carried 7-0.
11. PERSONNEL
Mrs. Smith (Mr. Gabe Cox) moved to hire Jace Mackley as a JH assistant football coach, at the base rate of $585, as per the negotiated agreement, prorated for the amount of time spent.  Motion carried 7-0.
Mr. Aldridge (Mr. Sexson) moved to hire Kendra Palmer as a copy room aide for a number of hours not to exceed 7 hrs./week at a rate of $9.00 /hr for up to 37 weeks. Motion carried 7-0.
Mr. Gabe Smith (Mr. Riedel) moved to hire Rachel Turner and Kendra Palmer as program distributer and/or ticket takers for the 2022-23 football and basketball seasons for $15.00 per date.  Motion carried 7-0.
Mr. Sexson (Mrs. Smith) moved to hire Mike Mireles for the car detailing for $9/hr. up to 25 hours.) 
Mrs. Smith (Mr. Gabe Cox) moved to hire Tanner Kern as a lawn care assistant at $9/hr for up to 100 hours total for the 2022-23 year.  Motion carried 7-0.
Mr. Riedel (Mr. Aldridge) moved to accept the resignation of Braydon Summers, hs boys basketball head coach.  Motion carried 7-0.
Mr. Gabe Cox (Mrs. Smith) moved to accept the resignation of Amy Rother, superintendent/5th grade teacher, as of June 30, 2023.  Motion carried 7-0.
Mr. Aldridge (Mr. Gabe Cox) moved to hire Val Reiss as the 2022-23 high school boys’ basketball head coach, at the negotiated agreement amount.  Motion carried 7-0.
11.  APPROVAL OF THE BILLS
Mr. Sexson (Mr. Riedel) moved to approve the bills as presented.  Motion carried 7-0.
12. COMMENTS AND QUESTIONS FROM BOARD MEMBER 
The board visited about the sprinkler system and the parking lot and bus loading zone.
13. ADJOURNMENT 
Mr. Purvis declared the meeting adjourned at 10:07 pm.
