Sharon Springs City Council - December 2022

The Sharon Springs City Council met in regular session Monday evening December 5, 2022 at 5:30 p.m. Those present were Mayor Patrick Gibbs, Council Members: Dennis Mote, Amber Fischer, Jay Sharp, Verlan Wagoner, City Attorney Allan Hurlburt, City Clerk Theresa Hill, Dixie Schemm and Ronda Wagoner.
Mayor Patrick Gibbs called the regular meeting for December 5, 2022 to order at 5:30 p.m. 
Dixie Schemm visited with the City Council about placing a memorial for Vernon Schemm by the entrance sign at the South Park. Mrs. Fischer made the motion to allow the memorial for Vernon Schemm to be installed by the sign at the South Park, Mr. Mote seconded the motion, motion approved.
The 2023 Cereal Malt Beverage Applications have been received in the office.
Mr. Sharp moved to approve the 2023 CMB applications for – The 27 40 Store, The Farmhouse Restaurant, Townsend Tavern and T-Mart, LLC, the motion was seconded by Verlan Wagoner, motion approved.
The Bed Tax Committee submitted the following requests: Mistletoe and Moonlight Market $250.00 and Wallace County Chamber of Commerce $500.00 for Santa Day. Motion was made by Mrs. Fischer to pay $250.00 to Mistletoe and Moonlight Market for advertising, Mr. Wagoner seconded the motion, motion approved.  Mr. Mote moved to pay the Wallace County Chamber of Commerce $500.00 for advertising, Mr. Sharp seconded the motion, motion approved. The payment of these requests are pending until receipts are received.
Mr. Wagoner moved to approve the minutes of the November 7th regular meeting, Mr. Mote seconded the motion, motion approved.
Mrs. Fischer moved to accept the payroll and vouchers as presented:  voucher checks – 30024-30046,  manual checks – 30047-30063, ACH #498-499;  payroll checks – 30064-30082, ACH #1,  Mr. Sharp seconded the motion, motion approved.
Mr. Sharp moved to approve the requisition as presented, Mrs. Fischer seconded the motion, motion approved.

City Attorney Report: No Report
Council Member Reports:  Mr. Wagoner moved to go into executive session to discuss non-elected personnel at 5:40 p.m. for 5 minutes inviting council members to attend.  Mr. Sharp seconded the motion, motion approved. Mr. Hurlburt and Mrs. Hill left the meeting. At 5:45 p.m. Mrs. Hill returned to the meeting.  Mr. Wagoner moved to give Jeanette Compton and Angie Van Allen a .50/hour raise effective December 1, 2022. The motion was seconded by Mr. Mote, motion approved.
Motion was made by Mrs. Fischer to go into executive session to discuss non-elected personnel at 5:57 p.m. inviting council members to attend, Mr. Sharp seconded the motion, motion approved. Mrs. Hill left the meeting.  At 6:02 p.m. Mrs. Hill returned to the meeting.  Mr. Wagoner made the motion to give Theresa Hill a .50/hour raise effective December 1, 2022. Mr. Mote seconded the motion, 3 yea (Wagoner, Sharp, Mote) 1 abstain (Fischer), motion approved.

Mr. Sharp moved to adjourn the meeting at 6:10 p.m.; Mr. Mote seconded the motion, motion approved.
