Sharon Springs City Council - November 2022

December 31, 2022

The Sharon Springs City Council met in regular session Monday evening November 7, 2022 at 7:00 p.m. Those present were Mayor Patrick Gibbs, Council Members: Tim Elder, Amber Fischer, Jay Sharp, Verlan Wagoner, Dennis Mote, City Attorney Allan Hurlburt, City Clerk Theresa Hill, City Superintendent Dennis Sharp, Robert Koehler, Brodie Poe, Nikki Chubb and Lissa Sexson.
Mayor Patrick Gibbs called the regular meeting for November 7, 2022 to order at 7:00 p.m.
Mr. Robert Koehler presented a building permit for a 24x70 storage building to be located at 418 N. Palmer. Mr. Sharp moved to approve the 24x70 building permit at 418 N. Palmer, Mr. Wagoner seconded the motion, motion approved.
Brodie Poe and Nikki Chubb representatives of the Wallace County Recreation visited with the Council about the activities they provide to Wallace County youth.  They requested assistance to help pay for equipment for these activities. Motion was made by Mr. Wagoner to give $1250.00 to the Wallace County Recreation, Mrs. Fischer seconded the motion, motion approved.
Lissa Sexson reported to the City Council about the Rural Prosperity Grant that Wallace County was awarded for Community Development. Mrs. Sexson will be working on various grants for the next year. Wallace County received $20,000.00 from the grant plus an additional $5000.00 from the Wallace County Visitors Bureau.
Information was provided by Mike Cowles of Cowles Motor Company, Inc. showing he followed procedures by filing paperwork and publishing information to apply for his annual salvage license renewal for 2023. Mr. Wagoner moved to approve Cowles Motor Company, Inc. salvage license renewal for 2023, Mr. Elder seconded the motion, motion approved.
Several requests were submitted from the Bed Tax Committee for funding. Those requests were from the Wallace County Visitors Bureau - $200.00 for the TIAK (Tourism Industry Association of Kansas) membership fee, $544.42 for Kansas Leadership Training/Mileage/Motel and $580.60 for the Rural Prosperity Summit- Mileage/Motel/Registration. Mr. Mote motioned to pay the $200.00 for TIAK membership fee, $544.42 for Kansas Leadership and $580.60 for Rural Prosperity Summit, motion was seconded by Mr. Sharp, motion approved.
Mr. Wagoner moved to approve the minutes of the October 3rd regular meeting, Mr. Mote seconded the motion, motion approved.
Mrs. Fischer made the motion to approve the special meeting minutes for October 10th motion was seconded by Mr. Sharp, motion approved. 
Mr. Sharp moved to accept payroll and vouchers as presented:  voucher checks – 29961-29976; manual checks – 29977-30003, ACH #488-489; payroll checks – 30004-30022, ACH #1, void check #30014 - $1962.74. Mr. Mote seconded the motion, motion approved. 
Mrs. Fischer moved to approve the requisition as presented, Mr. Elder seconded the motion, motion approved.
City Superintendent Report: No Report
City Attorney Report: No Report
Council Member Reports:  Mr. Elder discussed with Council members about changing the council meeting time to 5:30 p.m.  Motion was made by Mr. Elder to change the meeting time to 5:30 p.m., seconded by Mr. Wagoner, motion approved.  This will be Ordinance #551.
Mayor Patrick Gibbs read a letter of resignation from City Treasurer Connie White to be effective at the end of November. Mr. Wagoner moved to accept Mrs. White’s resignation, Mr. Mote seconded the motion, 4 yea (Sharp, Wagoner, Fischer, Mote), 1 abstain (Elder), motion approved.
Mayor Gibbs proposed the appointment of Bev Elder to fill the vacated City Treasurer position. Motion was made by Mr. Sharp to appoint Bev Elder to City Treasurer, Mrs. Fischer seconded the motion, 4 yea (Wagoner, Fischer, Sharp, Mote), 1 abstain (Elder), motion approved. This appointment will be effective December 1, 2022.
City Clerk Report:  *City Clerk Theresa Hill reported the City was contacted by MILCO Environmental requesting permission to use City easements to install 3 monitor-ing wells located in Sharon Springs. Mrs. Fischer moved to approve the request to use the City easements, motion was seconded by Mr. Sharp, motion approved.

Water usage report for the water wells was included in the council packets.   
Mrs. Fischer moved to adjourn the meeting at 8:05 p.m.; Mr. Elder seconded the motion, motion approved.
