Sharon Springs City Council - March 2023

The Sharon Springs City Council met in regular session Monday evening March 6, 2023 at 5:30 p.m. Those present were Mayor Patrick Gibbs, Council Members: Jay Sharp, Amber Fischer, Dennis Mote, Tim Elder, City Attorney Allan Hurlburt, City Clerk Theresa Hill, City Superintendent Dennis Sharp, Aften Gardner and Marilyn Noone.
Mayor Patrick Gibbs called the regular meeting for March 6, 2023 to order at 5:30 p.m.
Aften Gardner, President of the Library Board requested the additional $25,000.00 to help cover costs and expenses at the Library. Mrs. Fischer moved to approve the requested amount of $25,000.00, motion was seconded by Mr. Sharp, motion approved.
Bed Tax Committee had one request from the Wallace County Visitors Bureau for a year membership to the Northwest Kansas Travel Council for $100.00. Mr. Mote made the motion to pay $100.00 to the WCVB, Mr. Elder seconded the motion, motion approved. City Council discussed the term limits of the Bed Tax Committee members. Marilyn Noone, Bed Tax Committee member informed the Council that five members will be going off the committee and will need to be replaced. Council suggested staggering new members terms and continue to follow the State Statutes & City Resolution.
Two new directors and an alternate need to be appointed to the KMEA Board.   Mrs. Fischer moved to keep Dennis Sharp as Director 1, Jay Sharp as Director 2 and Patrick Gibbs as the alternate, motion was seconded by Mr. Elder, motion approved.
The Capital Improvement and Equipment Reserve 5 year plans were reviewed and updated. Mr. Mote moved to approve the Capital Improvement and Equipment Reserve 5 year plans, Mr. Sharp seconded the motion, motion approved.
Mr. Sharp moved to approve the minutes of the February 6th regular meeting, Mr. Elder seconded the motion, motion approved.
Mr. Elder made the motion to approve the minutes of the February 14th special meeting, motion was seconded by Mr. Mote, motion approved.
Mrs. Fischer moved to accept payroll and vouchers as presented:  voucher checks – 30200-30231; manual checks – 30232-30257, ACH #516-517; payroll checks – 30258-30275, ACH #1, Mr. Sharp seconded the motion, motion approved. Mrs. Fischer made the motion to approve the replacement of lost check #30197 with check #30244 for $230.87,  motion was seconded by Mr. Elder, motion approved.
Mrs. Fischer made the motion to approve the requisition as presented, Mr. Sharp seconded the motion, motion approved.
City Superintendent Report: Superintendent Sharp discussed the quote from KMEA Mid-States for the replacement of the breaker and relay at the Power Plant for $69,400.00. Mr. Jay Sharp moved to approve the estimate for $69,400 for the breaker and relay, Mr. Elder seconded the motion, motion approved. A proposal from UniFirst for uniforms/mop rental was also discussed.  A motion was made by Mrs. Fischer to rent uniforms/mops from UniFirst, Mr. Mote seconded the motion, motion approved.
City Attorney Report: No Report
Council Member Reports:  Council discussed the new water metering system and would like to discuss this further next month.
City Clerk Report:  No Report

Water usage report for the water wells was included in the council packets.   
Mr. Sharp moved to adjourn the meeting at 7:05 p.m.; Mrs. Fischer seconded the motion, motion approved.
