Commissioner Proceedings 11/28/23

January 4, 2024

The Wallace County Board of Commissioners met in regular session with, Larry Townsend, Chairman, Michael Cowles, Commissioner, Becky Larson, Commissioner, and Brionna Colvin, County Clerk present.  
The meeting was called to order by Chairman Townsend at 8:30 am.
Warrants 30358-30434 in the amount of $94,722.03 were approved for payment. Payroll warrants in the amount of $ 118,523.75 for the working period of October 29, 2023 through November 11, 2023 were approved for payment. 
Duane Barber, Building and Grounds, entered the meeting.
Duane would like to change the light switch in the conference room and jury room from motion sensor to a switch. When the air conditioner comes on, it activates the motion sensor light. Duane has been noticing more sewer issues with the bathroom plumbing. The north park bathroom has been drained and closed.
Chairman Townsend reported that as of Wednesday November 22nd, the Wanderguard at Hope Springs had not been fixed. 
A bill was presented for payment and approval.
Chairman Townsend makes a motion to abate 2022-18 totaling $79.40. Commissioner Larson seconded. AYE 3 NAY 0. The motion carried unanimously.
Anthony Garcia, Road and Bridge Supervisor entered the meeting. 
Ty has been monitoring Ironhorse frequently. Chairman Townsend would like to see some millings go to Ironhorse to keep the powder off the road. The road crew knows that if we get a lot of snow that they are to be in to work. The road department is allowed to use the water dock on Road 26 about a mile from where the culvert will be placed on Nighthawk. The water is $1.50 per 1,000 gallons. Commissioner Larson would like to acknowledge the job well done by Ty on Gooseberry. 
Doug does not have anything to report so he will not be here.
The road crossing permit was presented to Anthony and paperwork was approved.
Commissioner Cowles stepped out of the meeting and will return soon.
Applicant entered the meeting. 
Chairman Townsend makes a motion to hire Elizabeth Vincent to be a floater in the courthouse at $12.50 with the possibility of a 60-day probation raise. Commissioner Larson seconded. AYE 2 NAY 0. The motion carried unanimously.
Marshall Unruh, Sheriff entered the meeting. 
There is money available for the disaster that happened in July 2023 in the Southeast Quarter of Wallace County. This is only available for damage and losses during July 14th-21st and had more than 40% of uninsured losses. 
Wendy Dunagan, County Appraiser, entered the meeting.
Commissioner Larson moved to go into executive session for 30 minutes for Non-elected Personnel and return at 11:26 am. Invited in are the 3 commissioners, Wendy Dunagan, Appraiser, and Clerk Colvin. Commissioner Cowles seconded. AYE 3 NAY 0.
Returned to regular session at 11:26 am. No action taken.
JoAnna Basgall, Deputy County Appraiser entered the meeting.
Commissioner Larson moved to go into executive session for 15 minutes for Non-elected Personnel and return at 11:45 am. Invited in are the 3 commissioners, Wendy Dunagan, Appraiser, JoAnna Basgall, Deputy County Appraiser, and Clerk Colvin. Chairman Townsend seconded. AYE 3  NAY 0.
Returned to regular session at 11:45 am. No action taken.
Commissioner Larson moved to approve the November 14, 2023 minutes. Commissioner Cowles seconded. AYE 3 NAY 0. The motion carried unanimously.
Commissioner Cowels moved to approve the November 15, 2023 minutes. Commissioner Larson seconded. AYE 3 NAY 0. The motion carried unanimously.

Lissa Sexson, Community Development Director, entered the meeting.
Reconvene at 1:00 p.m.
All of the housing incentives are still available while the storefront and signage grant is closed. Lissa is looking to apply for a Dane G. Hansen grant in December to help with childcare. Lissa was provided with multiple letters of support/approval from the commissioners to apply for grants. 
Clerk Colvin presented all of the documents for the county vehicle. The estimates from the repair were presented along with the amount that KCAMP would give us for the vehicle. 
Rick Angel, Holm Automotive Collision Center Manager entered the meeting via phone. 
Rick was able to give a detailed description of the damage done to the vehicle. The commissioners let him know if there are any more damage to the vehicle that total over $1,000.00 to give them a call. 
Lauren Lewis, KCAMP Claims Representative entered the meeting via phone.
James Gambrell is who Clerk Colvin has been in contact with regarding this claim. James was out of the office today, so we discussed with Lauren. Lauren discussed with the commissioners the different options they have with the vehicle. Lauren was going to leave notes for James. 
Commissioner Larson made a motion to allow Holm Automotive to repair the vehicle. Chairman Townsend seconded. AYE 3  NAY 0. The motion carried unanimously.
There being no further business the meeting was adjourned at 3:18 pm.
