The Wallace County Board of Commissioners met in special session with, Larry Townsend, Chairman, Michael Cowles, Commissioner, Becky Larson, Commissioner, and Brionna Colvin, County Clerk present.
Barney Noone entered the meeting.
The meeting was called to order by Chairman Townsend for business at 9:30 a.m.
Chairman Townsend and Barney went to Hope Springs to look at the lift chairs. They both agreed that the current chairs are very worn. Barney presented 2 different quotes to replace the current lift chairs.
Eileen Porubsky entered the meeting via phone.
Chairman Townsend makes a motion to purchase 8 of the vinyl power lift recliners. Commissioner Larson seconded. AYE 3 NAY 0
The motion carried unanimously.
Barney can dispose of the old chairs for a flat fee, or the commissioners can get ahold of the road department to dispose of them.
Maggie Figurilli, Register of Deeds and Marshall Unruh, Sheriff entered the meeting.
Maggie has started receiving solar leases in her office. Maggie is still researching the solar company. Clerk Colvin informed everyone that Trish Voth is scheduled on the next agenda to discuss this topic.
The commissioners had a discussion about potential changes to the employee handbook for county employees. The commissioners have been wanting to make changes to the employee handbook. When the commissioners discuss each topic, they will talk amongst themselves and then open the conversation up to the other employees in the room. The topics that were discussed are as follows: Compensation Time, Nepotism, County Car, Mileage, Driver’s License, CDL, Per Deim, Disciplinary Action, Smoking, Credit Card Usage, and Using Equipment.

Clerk Colvin presented a list of Fair Board members that had called her. Peg Hennick had all of the current members call the Clerk’s Office and let them know that they plan to stay on the board. 6 of the 7 members called to confirm they would like to be on the board. The fair board is going to research on how to add new board members. Clerk Colvin also presented a letter from David Daily showing interest in a fair board position if it becomes available. The commissioners approve David Daily if a vacancy becomes available on the fair board if the fair board has the authority to do so.
Resolution No. 2024-02
Commissioner Cowles makes a motion to approve resolution 2024-02. Chairman Townsend seconded. AYE 3 NAY 0

The motion carried unanimously.
Marc Finley entered the meeting.
The commissioners discussed with Marc his benefits of having Freedom Claims in Logan County.
Lance Finley and Marshall Unruh entered the meeting.
The commissioners and employees in the room discussed their concerns with Freedom Claims.
Chairman Townsend makes a motion to not accept Freedom Claims Management Insurance as the county’s secondary health care provider. Commissioner Cowles seconded. AYE 3 NAY 0
The motion carried unanimously.
Clerk Colvin presented abatements 2023-00015 and 2023-00016 totaling $320.80 to be adjusted on the tax roll.
Duane Barber, Building and Grounds Supervisor entered the meeting.
Clerk Colvin presented a quote of supplies Debbie would like to purchase for cleaning the courthouse. Duane was okay with all of the items.
Commissioner Cowles moves to approve abatements 2023-00015 and 2023-00016 totaling $320.80. Commissioner Larson seconded. AYE 3 NAY 0
The motion carried unanimously.
There being no further business the meeting was adjourned at 2:45 p.m.
