Commissioner Proceedings 2/25/25

March 7, 2025

The Wallace County Board of Commissioners met in regular session with, Becky Larson, Chairperson, Will Walker, Commissioner, Brian Gailey, Commissioner, and Micaila Lock, County Clerk present.   

Warrants # 32395-32456 in the amount of $153,192.26 were approved for payment. Payroll warrants in the amount of $145,580.10 for the working period of February 2, 2025, through February 15, 2025, were approved for payment. 

Maggie Figurilli, Registers of Deeds, entered the meeting 

The meeting was called to order by Chairperson Larson for business at 8:30 a.m. 
 
Discussion on the county car to see if it is safe to drive or not

Jerry Michaud representing Developmental Services of northwest Kansas entered the meeting.

Jerry discussed what developmental services do for the county and how to help support those in need that live in the 18 counties that they service. He talked about the waiting list that they have with people across the state and how many on the waiting list are from Wallace County. 

Commissioner Gailey moved to support DSNWK for $3000.00. Chair Larson Seconded.

Duane Barber, Building and Grounds Supervisor, entered the meeting. 

Duane discussed getting a new push mower so that he can manage the speed better while he is mowing up at Hope Springs. 

Commissioner Walker made a motion to approve the purchase of a DeWalt push mower for $569.99. Commissioner Gailey Seconded.

Anthony Garcia, Road and Bridge Supervisor entered the meeting.

Anthony gave updates on the road department and reported that the repairs are done on the grader. He is going to get today after the meeting. 

Doug Springsteel, Landfill supervisor, entered the meeting 

Doug discussed getting the loader repaired. The heel plate being worn out. The iron guy has landfill next on his list to pick up.  Commissioner Walker made a motion to approve the road permit for Zayo Group. Chair Larson seconded.

Charles Moser, County Attorney, entered the meeting.

Chair Larson moved to go into executive session at 10:00 am for Personnel exception-Personnel matter of individual NON-ELECTED personnel for 20 minutes and return at 10:20 am. Invited are the 3 commissioners, County Attorney, Clerk Lock. Commissioner Walker seconded.

Charles discussed the resolution that would have a restriction on the depth for a pipeline.
 
Marshall Unruh, Sheriff entered the meeting

Marshall reported that the seized vehicles and other cars have been listed on Purple Wave.

Bob Bolen, Noxious weed/prairie dog Department Head, entered the meeting 

Bob discussed buying chemicals for spraying and gave updates on his department. 

Commissioner Gailey moved to approve February 11, 2025; regular meeting minutes as amended. Commissioner Walker seconded.

David Lamb, representing KCAMP governmental insurance company. 
 
David discussed what KCAMP does for the county insurance, keeping the rates affordable for the county coverage. He discussed what they cover for the counties that they represent. They will review contracts and claims for the county to ensure that the county is getting into something that would benefit the county. Charles Moser county attorney re-entered the meeting. We discussed with them some concerns of some county property. 

Connie Harison, County Grievance officer entered the meeting 

Connie discussed the upcoming management training being made available to elected officials and Department Heads.  

Clerk Lock Presented the Harrison Township 2024 Annual Report, Wallace Township 2024 Annual Report and Weskan Township 2024 Annual Report for review. 

Commissioner Walker made a motion to approve the financial report for Weskan Township. Commissioner Larson seconded the motion.

Commissioner Gailey made a motion to approve the financial report for Harrison Township. Chair Larson seconded.

Commissioners had more discussion on county cars. They believe it is okay to drive but should have the suspension system inspected and repaired if necessary
