Commissioner Proceedings 4/8/25

The Wallace County Board of Commissioners met in regular session with, Becky Larson, Chairperson, Will Walker, Commissioner, Brian Gailey, Commissioner, and Micaila Lock, County Clerk present.   

Warrants # 32627-62686 in the amount of $112,245.30 were approved for payment. Payroll warrants in the amount of $73,129.18 for the working period of March 16, 2025, through March 29, 2025, were approved for payment. 

Gabe Cox, entered the meeting 

The meeting was called to order by Chairperson Larson for business at 8:31 a.m. 

Jay Sharp, Fire Chief entered the meeting 

Jay gave updates for fire district 2 and what they will need to do soon to upgrade trucks due to the wear and tear. He will have to do some repairs on pumps for two trucks from the dirt getting into the pump system. He discussed budgets and upgrading to a newer pickup for his fire chief pickup and giving the old one back to the county for building and grounds department to use. He also discussed redoing the burn ban until things start greening up.

Duane Barber, building and grounds supervisor, entered the meeting 

Duane gave updates on his department and got some parts and oil for the mowers to keep them running smoothly through the summer. Along with giving updates that M&M mower service would be able to do the repairs on the newer lawn mower.

Commissioner Gailey moved to approve March 25, 2025; minutes as amended. Commissioner Walker seconded.

Anthony Garcia, Road and Bridge Supervisor entered the meeting.

Doug Springsteel, Landfill supervisor, entered the meeting.
 
Anthony gave updates on the road department and discussed the fuel tanks and that all departments can pull from that tank to get it used up.

Sarah Wamsley, representing Greely County Health Services

Sarah asked if the commissioners would be willing to allow them to use the pool for aquatic therapy for 2 hours on the dates, they decided to do with the pool managers at $35.00 a day for them to use it.

Marshall Unruh, Sheriff entered the meeting

Marshall discussed the gas tank and getting that gas used and moving forward to possible refilling. He discussed KDOT and having planned with them to get the more modern highways starting with widen highway 40 they have started it from Colorado Stateline to Pebble Road. He discussed the highway planning meeting on October 18th so that the county can go and pitch some ideas to get highways modernized and widened. They discussed getting some training for ICE so that they can dentine and call ICE and have someone transferred to and ICE facility. 

Duane Barber, building and grounds supervisor, entered the meeting. 

Duane discussed quotes on repairs Glycol Tank for heating and cooling from Lehman’s Heating and Air, LLC 
Totaling $5290.60 for both quotes. 

Commissioner Walker made a motion to get clear Gov with the installation set up of $9060.00 one-time setup and 6 month uses. Commissioner Gailey Seconded

Tonya Medina, County Health Nurse entered the meeting.
Tonya and the commissioners discussed the budget amounts and expenses. She explained that the state did not provide the funds for the Covid-19 vaccine which was an unexpected cost this year since the state did not provide the funds for the one-time cost of the Covid-19 vaccine for the year. She discussed what she does for the health department with being the County Heath Administer and Health Nurse. She discussed what she does for each position that she holds in the health department. She goes to everything that is required for her continued education. Also discussed where we can make some changes to cut back on spending to keep the budget from going over.

Lissa Sexson, Wallace County Community development entered the meeting.

Lissa discussed the Neighborhood Revitalization Plan (NRP) and showed a map of what portion of the county will be eligible to be do the NRP. She discussed the tire waste grant and where the commissioners are at with wanting to do this grant that was awarded. She also discussed the planning for safe route to school and showed what the engineers have visual for the safe route to school and Sherriff department will be doing a bike rodeo at both schools in Wallace County Sharon Springs on May 7th and in Weskan on May 8th.

Commissioner Walker makes a motion to approve the road permit for Ted Houser to bore under county road for a waterline. Chair Larson Seconded

RESOLUTION NO. 2025-04

A RESOLUTION DECLARING A DROUGHT 
EMERGENCY AND LEVEL TWO FIRE BAN IN WALLACE COUNTY, KANSAS

WHEREAS, the Board of County Commissioners have made a finding that drought conditions exist in Wallace County, 

WHEREAS, activation of response and recovery aspects of the county’s disaster emergency plan are necessary to address the conditions resulting from the drought which presently exists in Wallace County,

THEREFORE, BE IT RESOLVED, by the Board of Wallace County Commissioners, pursuant to authority granted in K.S.A 48-932 that a local drought emergency exists in Wallace County, Kansas. 

BE IT FURTHER RESOLVED, Level Two:  Whenever the Wallace County Board of Commissioners FINDS that a drought conditions exist, it shall be empowered to declare by Resolution, that burning of household and commercial waste shall be prohibited except from 6:00 AM to 7:00 PM and only if the burn receptacle is situated on a non-combustible surface and no combustible structures are within seven feet (7’) thereof, and only under direct adult supervision, and it shall take steps to inform the public.

BE IT FURTHER RESOLVED, that this declaration shall remain in effect until April 29, 2025 unless otherwise revoked or extended by the Board of Wallace County Commissioners,

BE IT FURTHER RESOLVED, that the Wallace County Clerk shall cause this declaration to be published in the Western Times Newspaper and Wallace County, KS Government Facebook page following adoption hereof. 

ADOPTED AND APPROVED BY THE GOVERNING BODY OF WALLACE COUNTY, KANSAS THIS 8TH DAY OF APRIL  2025.
