Commissioner Proceedings 6/25/24

The Wallace County Board of Commissioners met in regular session with, Larry Townsend, Chairman, Becky Larson, Commissioner, and Micaila Lock, County Clerk present. 
Warrants # 31332 - 31391 in the amount of $ 158,285.44were approved for payment. Payroll warrants in the amount of $76,977.14 for the working period of May 26 ,2024, through June 8, 2024, were approved for payment.
Christien Smith, Treasurer entered the meeting. 
Marshal Unruh, Sheriff Entered the meeting.  
Chairman Townsend called the meeting to order at 8:40 a.m. 
Chairman Townsend moved to go into executive session at 8:46 am for Personnel exception-Personnel matter of individual NON-ELECTED personnel for 10 minutes and return at 8:56 pm. Invited in are the 2 commissioners, Clerk Micaila Lock and Treasure Christien Smith.  Commissioner Larson seconded.

Returned to regular meeting at 8:56 a.m. No decision was made. 
Duane Barber, Building and Grounds supervisor entered the meeting.
Duane discussed the bills from the W&C Plumbing for the north park restroom and the plumbing for the courthouse. He gave updates on his department and what he would do to get the fairgrounds ready for fair. 
Anthony Garcia, Road Department Supervisor, entered the meeting. 
Chairman Townsend made a motion to accept the resolution 2024-13. Commissioner Larson seconded.

RESOLUTION NO. 2024-13
A RESOLUTION CONCERNING THE INSTALLATION OF A STOP SIGN AT THE INTERSECTION OF ROAD 3 AND NIGHTHAWK IN WALLACE COUNTY, KANSAS
BE IT ORDERED, by the Board of County Commissioners of Wallace County, Kansas: 
WHEREAS, K.S.A. 8-2005 allows the Board of County Commissioners of Wallace County, Kansas, to place stop signs on county roads.
WHEREAS, it has been determined by the Board of County Commissioners of Wallace County, Kansas, that it is in the best interests, safety and general welfare of the citizens of Wallace County, Kansas that a stop sign be placed on Nighthawk Road where it intersects with County Road 3.
NOW, BE IT RESOLVED by the Board of County Commissioners of Wallace County, Kansas as follows:
SECTION 1. That a stop sign be placed on Nighthawk Road where it intersects with County Road 3 in accordance with the most recent Manual for Uniform Traffic Control Devices adopted by the State of Kansas.
SECTION 2. The Wallace County Road and Bridge Department, or its designee, as determined by the Wallace County Road and Bridge Director, shall erect appropriate signage to indicate the speed limits enacted hereby at appropriate locations to advise the public of the modified speed limit.
SECTION 3. The aforementioned signage shall be erected and placed in accordance with Kansas law.
SECTION 4. This Resolution shall take effect and be in full force from and after its passage and publication once in the official County newspaper.
IT IS SO RESOLVED by a majority vote of all members of the Board of County Commissioners of Wallace County, State of Kansas, on this 25th day of June, 2024.

Anthony discussed a farmer from another county that has land in Wallace County complaining about a bridge being too narrow for his farm equipment. Oneok contacted Anthony for permits. Commissioners told him to check with them to see if they were going to boring under the roads or trenching for the line. Doug Springsteel, Landfilled supervisor entered the meeting.   Anthony finished giving updates on his department. 
Doug updated the Commissioners on getting the trailer out to the landfill and informed them on the condition it was in after moving it. He mentioned there being a meeting in Garden City for Landfill supervisor and commissioners can go to for free. 
Marshal Unruh, Sheriff entered the meeting. 
Marshal discussed the bridge projects in the county. He gave updates about traffic flow in the county. 
Maggie Figurilli, Register of Deeds entered the meeting. 
Maggie shared results of the fraud notification poll that she did to get community feedback and discussed the cost of the equipment to help catch fraudulent deeds and titles that have been sent to the county. 
Commissioner Larson made a motion to get a recording notification for the register of deeds. Chairman Townsend seconded.

Chairmen Townsend moved to approve the meetings for June 11th, 2024, regular meeting. Seconded Commissioner Larson.

Rebecca Rains and Sarah Wamsley Representing Rec. entered the meeting. 
Rebecca requested the $16,000 for the 2024 allotted budget along with giving updates on rec. events throughout the summer. Then gave updates for the ball field and the Gym.
Chairmen Townsend made a motion to accept the request of $16,000 that is allotted for the recs 2024 budget. Commissioner Larson Seconded.

Theresa Dasenbrock and Lisa Axmen with Lewis, Hooper, and Dick LLC entered the meeting. 
Maggie Figurilli, Register of Deeds entered the meeting.
Reconvene at 12:40 P.M
Theresa informed the commissioners about county tax dollars; she explained the mill levy increase and decrease. She showed graphs for general funds for the county for the last 10 years. 
Lisa went over things that the auditor has observed and recommended for each department and funds. Making sure that everything is 100% accurate. 
Theresa discussed the 2023 Levy for the 2024 budget and 10-year comparisons with other counties in western Kansas. Our revenue neutral rate is staying flat, our county total tax levy would stay the same. 
Therasa and Lisa discussed county budgets with commissioners. They suggested cuts within departments to help keep the revenue neutral rate flat and county taxes from rising. They finished going over all the figures for departments in the county budget.
There being no further business the meeting was adjourned at 4:26pm
